المستخلص: يعيش اتحاد المغرب العربي جمودا مطلقا منذ أكثر من 27 عاما، وتعترضه الكثير من الصعوبات التي تعيق عملية إعادة تفعيله، لذلك جاءت هذه الدراسة لتسلط الضوء على أسباب تعطل مسيرة التكامل الاقتصادي المغاربي، والبحث عن السبل والآليات التي من شأنها النهوض بهذا المشروع الذي ظل يراوح مكانه، وقد خلصت الدراسة إلى أن غياب الإرادة السياسية لدى النخب المغاربية الحاكمة كانت السبب الرئيسي في تعطل المشروع حتى الآن، ولتفعيله بجب تغليب المصلحة الاقتصادية على المصلحة السياسية لدفع عجلة التكامل الاقتصادي إلى الأمام.

UMA vit rigide amusé pendant plus de 27 ans, et a rencontré beaucoup de difficultés qui entravent le processus de réactivation, l’objet de cette étude consiste à mettre en lumière sur les raisons des accidents d'intégration économique du Maghreb arabe, et la recherche des moyens et des mécanismes qui font avancer ce projet, qui a été à l'arrêt, l'étude a conclu que l'absence de volonté politique des élites dirigeantes du Maghreb était la principale cause des accidents dans le projet jusqu'à présent, mais son activation doit donner la priorité à l'intérêt économique de l'intérêt politique pour faire avancer l'intégration économique avant.

The Arab Maghreb Union has been in absolute stagnation for more than 27 years, and it is facing many difficulties that impede its reactivation. Therefore, this study came to shed light on the reasons for the disruption of the process of Maghreb economic integration, and to search for ways and mechanisms that would advance this project, which has been stagnant. The study concluded that the absence of political will among the ruling Maghreb elites was the main reason for the project's failure so far, and in order to activate it, the economic interest must prevail over the political interest to push forward the wheel of economic integration.
