|a إن تسارع الزمن والتطور العلمي والتكنولوجي لهما أثر كبير على واقع الحياة، كما ولهما الأثر الأكبر على الأحكام الشرعية التي ينتصب لاستنباطها من هم أهل لها من علماء الشريعة الإسلامية الغراء؛ والمفتي يقع على عاتقه بيان الحكم الشرعي لكل ما يستجد من حوادث ونوازل للناس بما يتناسب مع واقعهم وفقاً لمقاصد الشريعة الإسلامية. والإفتاء قديماً كان قائماً على ذهاب المستفتي للمفتي لسؤاله عن الحكم الشرعي، لكننا اليوم مع التطور التكنولوجي والتقني أصبحت الفتوى أكثر اتساعاً وانتشاراً فقد يكون المفتي في بلد والمستفتي في بلد آخر لكنهما أمام شاشة واحدة وعبر أثير واحد. وتعددت وسائل نشر الفتوي فمنها المقروءة والمسموعة والمرئية والأخيرة هي المعول عليها في وقتنا الحالي وكثرة انتشارها عبر الفضائيات المختلفة.
