المستخلص: In its administrative organization, the state relies on two basic systems: centralized and decentralized systems. They both determine the nature of each system, especially in terms of the application of a democratic system that can only be conceived by local groups.
Decentralization in managing citizens' affairs and ensuring their administrative, economic, social, and cultural interests is one of the manifestations of a democratic State. This method requires the population to conduct their own affairs. Democracy and participation are some of the fundamental goals pursued by the local administration system. It is based on the rule of participation in decision-making in the management of local affairs, based on the principle "rule by people over people" in the management of services and distribution of development projects. It goes without saying that local administration is the model school of democracy, its foundation, and a base for the democratic system of government in the state.

تعتمد الدولة في تنظيمها الإداري على نظامين أساسيين وهما: النظام المركزي والنظام اللامركزي، حيث يحددان طبيعة كل نظام، خاصة من ناحية مدى تطبيق النظام الديمقراطي الذي لا يمكن تصور وجوده إلا من خلال الجماعات المحلية.
ويعد نهج اللامركزية في تدبير شؤون المواطنين والسهر على مصالحهم الإدارية والاقتصادية والاجتماعية والثقافيـة مظهرا من مظاهر الدولة الديمقراطيـة، فهذا الأسلوب يقضي بتصريف السكان لشؤونهم بأنفسهم، وتعتبر الديمقراطية والمشاركة أحـد الأهداف الأساسية التي يسعى لتحقيقها نظام الإدارة المحلية، وهي تقوم على قاعدة المشاركة في اتخاذ القرارات في إدارة الشؤون المحلية تأسيسا على مبدأ حكم الناس لأنفسهم بأنفسهم فـي إدارة الخدمات وتوزيع المشاريع الإنمائية، وغنى عن القول بأن الإدارة المحلية هي المدرسة النموذجية للديمقراطية، وأساسها، وقاعدة لنظام الحكم الديمقراطي بالدولة.


Dans son organisation administrative, l'Etat s'appuie sur deux systèmes fondamentaux : le système central et le système décentralisé, qui définissent la nature de chaque système, notamment en ce qui concerne la mesure dans laquelle un système démocratique peut être envisagé, imaginable uniquement par des groupes locaux.
L'approche de la décentralisation dans la gestion des affaires des citoyens et la sauvegarde de leurs intérêts administratifs, économiques, sociaux et culturels est une manifestation de l'État démocratique qui exige que les citoyens gèrent leurs propres affaires. La démocratie et la participation sont l'un des objectifs fondamentaux du système administratif local. La gestion des affaires locales basée sur le principe de l'autonomie gouvernementale pour la gestion des services et la distribution des projets de développement est riche Dire que l'administration locale est l'école modèle de la démocratie, sa base, et la base du système démocratique de gouvernement dans l'état.
