المستخلص: Public transactions are among the most important means used by the administration to meet its needs and to implement the economic and social policy of the State. That is why this issue is of paramount importance since the Algerian legislature is keen to ensure effective regulation of the field of public transactions through Presidential Decree No. 15-247, which regulates public transactions and public utility authorizations, from the stage of their conclusion to the implementation stage. As a result of the technological development globally, the legislator has worked to introduce e-transactions in the field of public transactions by developing an online portal for public transactions.

Les marchés publics comptent parmi les moyens les plus importants utilisés par l'administration pour répondre à ses besoins et mettre en œuvre la politique économique et sociale de l'État, ce qui est de la plus haute importance tant que le législateur algérien tient à assurer une réglementation efficace du domaine des marchés publics par le biais du décret présidentiel n ° 15-247, portants organisation des marchés publics et des délégation de service public, depuis le stade de sa conclusion jusqu’à sa phase de mise en œuvre. En raison de l'évolution technologique mondiale, le législateur a introduit les transactions électroniques dans le domaine marchés publics, en introduisant le portail électronique des transactions publiques.

تعتبر الصفقات العمومية من بين أهم الوسائل التي تلجأ إليها الإدارة لتلبية حاجاتها ولتنفيذ السياسة الاقتصادية والاجتماعية للدولة، ولأجل ذلك يكتسي هذا الموضوع أهمية قصوى ما دام أن المشرع الجزائري حرص على ضمان تنظيم فعال لمجال الصفقات العمومية من خلال المرسوم الرئاسي رقم 15-247 المتضمن تنظيم الصفقات العمومية وتفويضات المرفق العام، منذ مرحلة إبرامها إلى مرحلة تنفيذها. ونتيجة للتطور التكنولوجي الذي يعيشه العالم عمل المشرع على إدخال التعاملات الإلكترونية في مجال الصفقات العمومية، وهذا من خلال استحداثه للبوابة الإلكترونية للصفقات العمومية.
