المستخلص: The President of the Republic occupies a distinguished position in the practice of initiating the process of amending the Constitution according to three mechanisms. These mechanisms, in turn, contribute to the disruption of fundamental balances between the authorities, particularly between the legislative and executive branches. They enable the President of the Republic to pass constitutional amendments in the manner and mechanism he chooses, in accordance with the circumstances of the constitutional and political system, and at the time he deems appropriate to strengthen his legal status vis-à-vis the rest of the authorities. This confirms once again that the President of the Republic is at the center of the Algerian political and constitutional system.

يمتلك رئيس الجمهورية مركزا متميزا في ممارسة عملية المبادرة بتعديل الدستور وفق ثلاث آليات، هذه الآليات إنما تساهم بدورها في الإخلال بالتوازنات الأساسية بين السلطات، وبصفة خاصة بين السلطتين التشريعية والتنفيذية، وتمكن رئيس الجمهورية من تمرير تعديلات دستورية بالكيفية والآلية التي يختارها، وفق الظروف التي يشهدها النظام الدستوري والسياسي، وفي الوقت الذي يراه مناسبا لتدعيم مركزه القانوني في مواجهة باقي السلطات، وهذا ما يؤكد مرة أخرى أن رئيس الجمهورية هو محور النظام السياسي والدستوري الجزائري.

Le Président de la République a une position distincte dans l'exercice de l'initiative de modifier la Constitution selon trois mécanismes qui, à leur tour, contribuent à perturber les équilibres de base entre les pouvoirs législatifs et exécutifs : le Président de la République peut adopter des amendements constitutionnels. Ce dont témoigne le système constitutionnel et politique, et à l'époque il juge opportun de renforcer son statut juridique vis-à-vis du reste des autorités, ce qui confirme une nouvelle fois que le président de la République est le centre du système politique et constitutionnel algérien.
