منذ أن تفشت ظاهرة الإرهاب بكافة اشكاله واساليبه لا سيما الإرهاب الفكري على مستوى الدول حرص المجتمع الدولي على ان لا تفوته فرصة مواجهة هذه الظاهرة، فكان ثمرة ذلك أتجاه الجهود جميعا على مكافحته وكبح جماحة وهو في المهد قبل أن يكتوي العالم بناره، كون أن الاعتداء على الحقوق الحريات التي كفلتها المواثيق والاعلانات الدولية كحرية التعبير والرأي وحرية العقيدة والفكر وغيرها سوف يولد ظاهرة الإرهاب الفكري وبالتالي أن توجيه الرأي العالمي نحو مواجهته له دورا عظيما بوقف نموه وإصلاح الاثار المدمرة التي ترتبت عليه أو التي خلفها وراءه، خاصة بعد استغلال التنظيمات الإرهابية المتطرفة والمنحرفة منها خاصة هذا الجانب لنشر منهجها المتطرف في المجتمعات كافة لغرض تجنيد العديد من الافراد الى صفوفها، لذلك سعى المجتمع الدولي متمثلا بأشخاصه دولا ومنظمات عالمية وإقليمية لا سيما منظمة الأمم المتحدة التي لعبت دورا بارزا في مواجهته والحد من تفشيه من خلال عقد لقاءات واجتماعات دولية وتشكيل لجان عدة سواء على الصعيدين الوطني والدولي وقد تمخضت في عقد اتفاقيات أو معاهدات أو مؤتمرات دولية أو أصدار قرارات وتوصيات تلزم الدول الموقعة عليها ببذل كل ما في وسعها من جهود من أجل تجنب العالم مضاره وأثاره الخطيرة على كافة الدول بصورة عامة والمجتمعات بصورة خاصة، ولا شك ان فعالية هذا التعاون الدولي تعتمد الى حد بعيد على التدابير التي تتخذ من خلال اتفاقيات ثنائية أو إقليمية أو متعددة الأطراف والتزام الدول بتطبيق بنودها.

Blink and deviant ones especially this aspect to spread its extremist approach in all societies for the purpose of recruiting many individuals to its ranks, Therefore, the international community, represented by its people, sought international and regional and international organizations, especially the United Nations organization, which played a prominent role in confronting it and limiting its spread through holding international meetings and meetings and the formation of several committees, both nationally and internationally, and has resulted in agreements, treaties, international conferences, or issuance of decisions. And recommendations obligating the signatory countries to exert all possible efforts to avoid the harmful effects of the world and its dangerous effects on all countries in general and societies in particular, there is no doubt that the effectiveness of this international cooperation depends to a large extent on the measures taken through bilateral agreements Regional, or multilateral, and the commitment of states to apply their provisions.
