المستخلص: تتناول المقالة موضوع العلاقة بين الفاعل السياسي المحلي والتدبير المحلي للمجالات العشوائية بضاحية مدينة الدار البيضاء الكبرى. تتصف المجالات الضاحوية لجهة الدار البيضاء-سطات بالتعقيد، فهي سريعة التحول وتتعرض بشكل مستمر لضغوطات وتأثيرات ناجمة عن التوسع العمراني غير المتحكم فيه. إن التزايد الديمغرافي المطرد للمجالات العشوائية المحيطة بالدار البيضاء وتمددها المجالي الكبير وضعف العمل الجماعي، زاد من مظاهر الإقصاء الاجتماعي والعمراني بضاحية مدينة متروبولية. تدفعنا هذه التحديات إلى طرح سؤال إشكالي أساسي: إلى أي حد تؤثر قرارات الفاعلين السياسيين المحليين في تدبير المجالات العشوائية بضاحية الدار البيضاء؟ وتهدف المقالة إلى الاهتمام بدراسة القوى السياسية المحلية من خلال دراسة التشكيلة الحزبية للمجلس والتركيبة الاجتماعية للقوى المنتخبة بغية تفسير مواقف هذه القوى وقراراتها المتخذة وكذلك الوقوف على إطار حياة الساكنة بالمجالات العشوائية لجماعة بوسكورة. تعتمد الدراسة على معطيات ميدانية، تشمل استمارة ميدانية موجهة للأسر واستمارة ميدانية للقوى المنتخبة لجماعة بوسكورة، وكذلك محاضر المجلس الجماعي، ثم برامج إعادة الهيكلة. وقد خلصت الدراسة إلى أن المحددات التعليمية، والمهنية، والانتماءات المجاليه للفاعلين السياسيين، لها تأثير على قراراتهم السياسية ومواقفهم بالمجالس الترابية المحلية، مما يسهم في خلق مجالات عشوائية، تتسم من جهة بالانتقائية والتمايزات المجالية، ومن جهة أخرى، لا تستجيب لحاجيات وأولويات الساكنة المستهدفة من التدبير.

The presentation aims at studying the relationship between the local political actor and the local management of anarchic spaces at the peripheries of the great Casablanca. These peripheral areas of the Casa- Settat zone are complicated, rapidly transformed and constantly undergo a lot of pressures and impacts produced by the extension of the unmanageable habitat. The continual demographic growth of these anarchical spaces which surround Casablanca, the great extension of space and the absence of collective work that allows to produce a living environment suitable for the populations of these spaces... All these reasons has deepened the differences between the social strata and has increased the volume of challenges that await local councils at the peripheries of this metropolis. These challenges lead us to pose a fundamental question: To what extent does the local political actor have an impact on the management of anarchic spaces on the Casablanca’s peripheries? The aim of this intervention is: On the one hand, to study the local political forces on the basis of a study of the political parties of the council. On the other hand, to study the social component of the elected forces, in order to have an explanation of its views and decisions taken for the management of the anarchic spaces and to specify the living environment of the population of Bouskoura’s commune as a goal of the local management. This study is based on data taken from the field. It includes a questionnaire aimed at the families of these anarchic spaces and another questionnaire directed at the elected forces of the commune of Bouskoura. This study is also based on institutional data and it is synthesized that the educational, professional and spatial determinations of the political actors have an impact on their political decisions and their views within the local councils, which encourages the emergence of these anarchic spaces.

L’article vise à saisir la relation entre Facteur politique local et la gestion locale des espaces anarchiques dans la périphérie du grand Casablanca. Les espaces périphériques de Casablanca connaissent des transformations rapides et subissent des pressions multiples, d’où la complexité de cet espace dynamique. En effet, la croissance démographique exponentielle des espaces anarchiques qui entourent Casablanca, la forte extension de l’espace, l’accentuation de l’exclusion socio-spatiale et la faiblesse du travail de Finstitution communale, empêchent l’amélioration du cadre de vie des populations de ces espaces. La dynamique socio-spatiale des espaces périphériques a amplifie le nombre et le volume des défis auxquels doivent faire face les conseils locaux des communes périphériques de la métropole. Cette situation nous pousse à poser la question sur la stratégie adoptée par les assemblées communales et les décisions prises par l’acteur politique local afin de résoudre les multiples problèmes dont souffrent les espaces anarchiques aux périphéries de Casablanca. L’étude des forces politiques locales représentées dans l’assemblée communale de Bouskoura et les spécificités socio-économique des acteurs politiques locaux pourraient nous éclairer sur les décisions prises pour la gestion de ces espaces anarchiques. Pour évaluer l’action communale, soumise à la loi de la majorité, le point sera mis sur le cadre de vie de la population des espaces anarchiques de la commune de Bouskoura. En fait, les déterminants socio-économiques et l’appartenance spatiale (douar et circonscription électorale) des acteurs politiques locaux influencent fortement les décisions prises au sein de l’assemblée communale. Ceci favorisera l’apparition, le maintien et le développement des espaces anarchiques. Cette étude se base sur un travail de terrain. Elle comprend un questionnaire auprès des familles des espaces anarchiques et un autre auprès des élues de la commune de Bouskoura. L’étude s’appuie également sur plusieurs documents; compte-rendu du conseil communal, programmes de restructuration...etc.
