المستخلص: يعد النظام الفيدرالي أول نظام بارز أسهم في نشوء الولايات المتحدة الأمريكية أرتقى منصة الحكم في الولايات المتحدة وتم إعلان الدستور الفيدرالي الذي حدد آليات عمل إدارة الحكومة المركزية وتنظيم العلاقة بين تلك الحكومة وحكومات الولايات وتنظيم الاختصاصات فيما بينها وبالتالي حقق بناء وحدة المجتمع الأمريكي، كما أنه مر بمراحل تطويرية من عام 1787 وحتى يومنا هذا. يمثل النظام الفيدرالي حلقة اتصال مهمة أي الوسيط بين الشعب وحكومته (من يضطلعون بمسؤولية صنع القرارات) وتشكل أيضاً بنية رئيسية ضمن بنى النظام السياسي والتي لها دور في تنظيم وإدارة قطاعات من المجتمع وبلورتها وتوفير قنوات للمشاركة بين أفراد المجتمع والحصول على تأييد الأفراد والجماعات بغية تسهيل الهدف المركزي من وجود النظام الفيدرالي وهو الوصول إلى السلطة والاستيلاء على الحكم. استطاع هذا النظام تحقيق الازدهار للولايات المتحدة الأمريكية في جميع الميادين بفعل التنظيم والاستمرارية من خلال الأهداف والمبادئ مشتركة التي تعمل سوية من أجل تحقيق الغايات التي قامت من أجلها وإقامة علاقات مستقرة على المستوى المحلي والمستوى القومي، وقد تم الاعتماد على قوانين النظام الفيدرالي وتعديلاته كمنهج عمل للحكومة والمجتمع واستطاع إظهار القوة والنجاح في الكثير من القضايا السياسية والاقتصادية والاجتماعية. يهدف البحث على التعرف على ماهية النظام الفيدرالي وخصائصه وأبرز ما قدمه للولايات المتحدة الأمريكية ومحاولة حل مشكلة تعارض السيادة بين الحكومة الفيدرالية وحكومات الولايات عن طريق الدستور الأمريكي، والذي حقق الكثير من الإنجازات للولايات المتحدة الأمريكية.

The federal system is the first prominent system that contributed to the emergence of the United States of America. It elevated the platform of government in the United States. The Federal Constitution was announced, which defined the mechanisms of central government administration and the organization of the relationship between that government and state governments, and the organization of specializations between them, thus achieving the building of the unity of American society. With development stages from 1787 to the present day. The federal system represents an important communication link, i.e. the mediator between the people and their government (who are responsible for making decisions). It also constitutes a major structure within the structures of the political system that has a role in organizing and managing sectors of society and crystallizing them and providing channels for participation between members of society and obtaining the support of individuals and groups in order to facilitate the goal. Central to the existence of the federal system is access to power and the takeover of power. This system was able to achieve prosperity for the United States of America in all fields by means of organization and continuity through common goals and principles that work together in order to achieve the goals for which it was established and to establish stable relations at the local and national level, and the federal system laws and its amendments have been relied upon as a method of work. To the government and society and was able to show strength and success in many political, economic and social issues. The research aims to identify the federal system, its characteristics, and the most prominent of what it presented to the United States of America, and an attempt to solve the problem of sovereignty conflicts between the federal government and state governments through the American Constitution, which has achieved many achievements for the United States of America.
