|b The phenomenon of international migration is one of the new challenges facing the international community, as it suffers from two problems: the ravages of wars and the shocks of poverty and famine; the global context of international migration obliges the international community to coordinate and intertwine efforts to create a framework of international agreement that regulates the field of international migration at all its levels, but the application of these laws on the ground may pose several challenges and problems of international migration in the international context. In the era of globalization, the interdependence and interweaving of interests should be the fundamental starting point and the real outlet, which brings together the points of view of rich and poor countries around the question of international migration in order to develop. Appropriate solutions and meeting all challenges, this is the best international bet.

|a تشكل ظاهرة الهجرة الدولية، إحدى التحديات الجديدة المطروحة على المجتمع الدولي، فهو يعاني الأمرين: من ويلات الحروب، وصدمات الفقر والمجاعة؛ فالسياق الدولي للهجرة الدولية، يفرض على المجتمع الدولي مضافرة الجهود وتشابكها، قصد إيجاد إطار اتفاقي دولي، ينظم مجال الهجرة الدولية بكل مستوياتها، بيد أن تجسيد تلك القوانين على أرض الواقع، قد يطرح عدة تحديات وإشكالات للهجرة الدولية في السياق العالمي. إن ترابط المصالح وتشابكها زمن العولمة، ينبغي أن يكون المنطلق الأساسي، والمخرج الصادق الذي يقرب وجهات النظر ما بين الدول الغنية والدول الفقيرة حول موضوع الهجرة الدولية، لوضع الحلول المناسبة، ورفع كل التحديات، وهذا هو الرهان الدولي الأفضل.
