المستخلص: تسلط الدراسة الضوء على التحولات في موقف النظام العربي تجاه الاحتلال الإسرائيلي، وتهدف لرصد تداعيات التراجع المتتالي في مواقفه على الأمن القومي العربي، والقضية الفلسطينية. فقد عكس التحول في موقف النظام العربي تجاه إسرائيل الانخراط في مسار السلام غير المتكافئ، حيث بات النظام فاقداً للقدرة على التعاطي مع المسار بوصفه نداً، لا طرف المعادلة الضعيف، وكون السلام خياراً محتملاً لا قسرياً، تماماً كما فقد القدرة آنفاً - ولا يزال - على التعاطي مع خيار الحرب. وقد أدى ذلك بدوره إلى مزيد من الانكشاف الذي يطال الأمن القومي العربي، والقضية الفلسطينية، وهي المشكلة التي تحاول الدراسة معالجتها. وقد جاءت هذه الدراسة لرصد المفاهيم النظرية المجردة لمصطلحات الدراسة الرئيسة، (السلام، تحولات موقف النظام العربي، الأمن القومي العربي) للوصول لفهم أفضل لدلالاتها، واستيعاب أكثر دقة لمعانيها، ثم عمدت الدراسة لاستقراء تطبيقاتها على الأرض، لتتزود بالمعطيات الواقعية الخاصة بتلك المصطلحات، والوصول بالتالي لحالة تتكامل فيها المعطيات النظرية والواقعية. وقد تناولت الدراسة مسار السلام، وحللت ملابساته، وشخصت إشكالات الظرف الذي انطلق فيه، لاستيعاب المآلات التي انتهى إليها، ثم ناقشت فكرة التحول في موقف النظام العربي، وحاولت معرفة ما إذا كانت هناك تحولات حقيقية في مواقفه، أم أن المستجد في الموقف يعد نتاجاً وتطوراً طبيعياً للمقدمات الناجزة، إضافة إلى مناقشتها لفكرة الأمن القومي العربي، وإمكانات وجوده كحقيقة واقعة. وأخيراً، عقدت الدراسة مقارنة بين مستخلصات الإطار النظري المفاهيمية والدلالية، التي يتوافق حولها أكبر قدر ممكن من الخبراء وذوي الاختصاص، وبين الوقائع القائمة ذات العلاقة بكل مصطلح على حدة، في محاولة لتشخيص الفجوة بين الدلالة النظرية للمصطلحات وتطبيقاتها في الواقع. ويساعد ذلك في تشخيص أفضل لواقع النظام العربي، وسلوكه واختياراته السياسية، وكيفية انعكاس ذلك على الأمن القومي العربي، والقضية الفلسطينية. وخلصت الدراسة إلى أن التحول في موقف النظام العربي تجاه إسرائيل، والذي ترجم بالتوجه المتتالي لعقد اتفاقات سلام فردية، أو طرح مبادرة جماعية لحل الصراع مع الاحتلال الإسرائيلي، لم يسهم في الوصول لحل القضية الفلسطينية، بل كان على حسابها وساعد في تهميشها، ومن جهة أخرى، كرست الاتفاقيات الفردية مع الاحتلال واقع التجزئة العربي، وجعلت الأمن القومي العربي أكثر هشاشة، فيما باتت محاولات استعادته وترميمه أكثر صعوبة.

The study highlights the changes in the attitude of the Arab regime towards the Israeli occupation and aims to monitor the repercussions of the successive retreat in its positions on Arab national security and the Palestinian question. The shift in some Arab regime's attitudes toward Israel reflected its engagement in the unequal peace path. The result shows that such regimes have become incapable of handling the path as an equal party. They yet have been the weak party in these relations. The peace became a potential rather than a coercive option. They lost the ability before - and still is - to deal with the option of war. This emerging equation, in turn, has further exposed Arab national security and the Palestinian cause to ignorance by the international community. The study was designed to monitor theoretical concepts of peace, changes in the attitude of the Arab regime, and Arab national security. First, it aimed at gaining a better understanding of its connotations and its meanings. The study then extrapolated its applications on the ground, providing real world data on those terms and thus arriving at a situation in which theoretical and factual data were integrated. The study examined the path of peace, analyzed its circumstances, process, diagnosed the problems of the situation in which it was launched, and then discussed the idea of a shift in the position of some Arab regimes. Moreover, it tried to test whether there were fundamental shifts in the regime's position or else. It found that there is what is new in the situation considered a result and a natural development of the completed introductions and discussing Arab national security and its existence as a reality. Finally, the study made a comparison between the extracts of the conceptual and semantic theoretical framework - around which the most significant possible number of experts and specialists agree - and the existing facts related to each term separately, in an attempt to diagnose the gap between the theoretical connotation of terminology and its actual applications. The outcomes helped to diagnose the reality of the Arab regime, its behavior and political choices, and how this reflects on Arab national security and the Palestinian cause. The study concluded that the shift in the attitude of the Arab regime towards Israel, translated through the successive approach of concluding individual peace agreements or putting forward a collective initiative to resolve the conflict with the Israeli occupation, did not contribute to the resolution of the Palestinian cause, but was at its expense and helped to marginalize it. On the other hand, individual agreements with Israel reinforced the reality of Arab fragmentation and made Arab national security more fragile, while any attempts to restore it became complicated than before.
