المستخلص: إن أي منصف لا يمكن أن ينكر الدور العظيم، والجهد الكبير، اللذين تقوم بهما هيئة كبار العلماء بالمملكة العربية السعودية، فمنذ إنشائها في 8/7/1391 هـ، وهي تقوم بمهام جسام في التأصيل الشرعي للكثير من الأحكام والفتاوي الشرعية فيما يحدث بالأمة من وقائع. إن مما ابتليت به الأمم هو الجهل، والعصبية، والغلو في الأفكار والسلوكيات، مما ترتب عليه تبعات خطيرة، كان منها الإرهاب الذي أهلك الحرث والنسل، وتزداد الكارثة حين تلصق هذه الأفكار الباطلة، وتلك السلوكيات المنحرفة، بدين الله، عز وجل، وهو دين الرحمة، والسماحة، والوسطية، والاعتدال، فإن من المطالب الشرعية الكبرى الحفاظ على الكليات الخمس المعروفة: الدين، والعقل، والنسل، والمال، والنفس. بناء عليه؛ انطلقت هيئة كبار العلماء في بناء جبهة صلبة ضد الإرهاب، والغلو، والتطرف، وسلكت كل السبل المتاحة، في وقاية الأمة، وحمايتها من هذه الكوارث التي تضرب العالم كله، فأصدرت الهيئة البيانات، والفتاوي، وخصصت جزءا من أبحاثها بمجلة البحوث الإسلامية لمعالجة هذه القضايا المهمة. الهدف من البحث: إبراز دعم المملكة الكبير لمنهج أهل السنة والجماعة، وهو منهج الوسطية والاعتدال، والوقوف على الجهود العظيمة التي تبذلها الهيئة المباركة لخدمة هذا الدين، ومعرفة الأدلة الشرعية التي أصلتها الهيئة في مكافحة الإرهاب والغلو والتطرف، وإبراز موقف الهيئة من مستجدات جرائم الإرهاب، ومعرفة الحكم الشرعي فيها. المنهج المتبع: اعتمد الباحث في هذا البحث على المنهج (الوصفي التحليلي)، حيث جمع كثيرا من جهود الهيئة، كالبيانات التي تصدرها، والبحوث المنشورة بمجلة البحوث الإسلامية، ومحاضرات أصحاب المعالي والفضيلة علماء الهيئة، ثم قام بتحليل هذه الجهود؛ لكي يصل إلى الوقوف على التأصيل الشرعي للوقاية من جرائم الإرهاب، ولعلاج مثل هذه الجرائم بعد وقوعها. النتائج والتوصيات: توصل الباحث إلى كثير من النتائج والتوصيات، يمكن تلخيص بعضها فيما يلي: دعم المملكة غير المحدود لنشر الفكر الإسلامي المعتدل، وكثرة الوسائل التي تستخدمها هيئة كبار العلماء في نشر الخير والسماحة والاعتدال، وتطوير الهيئة وسائلها في الدعوة بما يتوافق مع العصر الحديث وأساليبه، وتوصل الباحث إلى عظم جهود الهيئة في الوقاية من الإرهاب والتطرف، وإلى وقوف الهيئة بالمرصاد لجرائم العنف والإرهاب من خلال التحذير وبيان الحكم الشرعي بتحريمها وتجريمها. وتوصي الدراسة بتجميع بحوث مجلة البحوث الإسلامية المتعلقة بالإرهاب والتطرف في مؤلف مستقل، ونشره في شتى بقاع الأرض، وإحصاء محاضرات أصحاب المعالي والفضيلة أعضاء هيئة كبار العلماء التي تناولت قضايا التحذير من الفتن والعنف والإرهاب، ووضعها على أسطوانات، وتوزيعها على شتى المراكز، والمؤسسات، وكل التجمعات، وتجميع البيانات التي تصدر عن الهيئة وتتعلق بقضايا العنف والإرهاب في مؤلف مستقل.

No fair person can deny the great role and the great effort that the Council of Senior Scholars in the Kingdom of Saudi Arabia performs, since its inception on 7/8/1391 AH, and it has been carrying out significant tasks in the legal establishment of many legal rulings and fatwas regarding the facts that happen to the nation. What plagues nations is ignorance, nervousness, and exaggeration in thoughts and behaviors, which have serious consequences, including terrorism that has decimated the plowing and offspring, and the disaster increases when these false ideas and those perverted behaviors are attached to the religion of God, the Almighty, which is the religion of mercy., Tolerance, moderation, and moderation, one of the major legal demands is to preserve the five known faculties: religion, reason, progeny, money, and the soul. Accordingly; The Council of Senior Scholars set out to build a solid front against terrorism, extremism, and extremism, and took all available means to prevent the Ummah and protect it from these disasters that strike the whole world, so the Commission issued statements, fatwas, and devoted part of its research to the Journal of Islamic Research to address these important issues. The aim of the re for the approach of the Sunnis and the community, which is the approach of moderation and moderation, and to stand on the great efforts made by the blessed commission to serve this religion, and to know the legal evidence that the commission has established in combating terrorism, extremism and extremism, and highlighting the Commission’s position on the developments of terrorist crimes. And knowing the Islamic ruling in it. Approached Approach: The researcher relied in this research on the method (descriptive and analytical), where he collected many of the Cominission’s efforts, such as the data it issued, the research published in the Journal of Islamic Research, and the lectures of the honorable and virtuous scholars of the Commission, and then analyzed these efforts. In order to arrive at the legal basis for the prevention of terrorism crimes, and for treating such crimes after their occurrence. Results and recommendations: The researcher reached many results and recommendations, some of which can be summarized as follows: The Kingdom’s unlimited support for the spread of moderate Islamic thought, and the abundance of methods used by the Council of Senior Scholars to spread goodness, tolerance and moderation, and the commission’s development of its advocacy methods in line with the modern era and its methods, and the researcher reached the greatest efforts of the commission in preventing terrorism and extremism, and for the body to stand in the lookout Violence and terrorism crimes by warning and stating the Sharia ruling prohibiting and criminalizing them. The study recommends compiling the researches of the Journal of Islamic Research on terrorism and extremism in an independent book, publishing it in various parts of the world, and counting the lectures of the honorable and virtuous members of the Council of Senior Scholars that dealt with issues of warning against sedition, violence and terrorism, placing them on CDs, and distributing them to various centers, institutions, and all The gatherings, and the compilation of data issued by the commission on issues of violence and terrorism in a separate book.
