المستخلص: استهدفت الدراسة التعرف على ظاهرة الغارمات في ضوء ارتباطها بجناحي المسؤولية الاجتماعية (الحقوق والواجبات) والإدانة الجنائية، وفي ضوء ارتباط الظاهرة بهشاشة فرص الحياة لبعض النساء. اتساقا مع هذا الهدف العام، عكفت الدراسة على دراسة أربع وعشرين حالة من والغارمات المودعات سجن المنصورة العمومي، تراوحت أعمارهن ما بين أربع وعشرين عاما وثمان وخمسين عاما، مؤكدة بذلك على أن الظاهرة محل الدراسة لا ترتبط بسن معينة بقدر ارتباطها بسياقات اجتماعية واقتصادية نابعة من واقعهن الاجتماعي. وقد اعتمدت الدراسة على تحليل وتفسير ظاهرة الغارمات في ضوء نظريتي وليم إسحاق توماس عن إجرام المرأة والحاجات الاجتماعية، حيث أوضح أن أبرز حاجة للمرأة هي الحاجة إلى الأمن وخاصة الأمن الأسري. كما استعانت الدراسة برؤية روبرت ميرتون التفسيرية حول الأنومي Anomie، حيث تعجز الطبقات الدنيا من تحقيق أهدافها وإشباع حاجاتها بطرق مشروعة، فلجأ إلى تحقيقها بابتكار وسائل وأساليب غير مشروعة، وهنا يبرز نمط الاستجابة الابتكارية في تحقيق الأهداف. خلصت الدراسة إلى بعض النتائج ذات الأهمية ومنها: ١ - إن ظاهرة الغارمات قد بزع نجمها في سماء علم اجتماع الجريمة في ضوء إحساس بعض النساء بمسئوليتهن الاجتماعية تجاه أسرهن، ويدعم ذلك عوامل الارتباط العاطفي والتوحد والتضامن معها بصورة إرادية وطوعية. ٢- أكدت الدراسة على العلاقة بين التعاطف الاجتماعي للنساء الغارمات والإدانة الجنائية لهن ، وذلك في ضوء (مبادرة مصر بلا غارمات) بتوجيه من القيادة السياسية، والإفراج عن غالبية الغارمات، حيث تم التصالح بسجن المنصورة أثناء إجراء الدراسة الميدانية. ٣ - خلصت الدراسة على أن أولى خطوات الحد من انتشار ظاهرة الغارمات هي تنضيب منابع الظاهرة، وذلك بالعمل على إشباع الحاجات. الأساسية للنساء الفقيرات

The present study aimed at identifying the phenomenon of women in debt in light of its association with both the social responsibility (rights and duties) and criminal conviction, and in light of the relationship between the phenomenon and the vulnerability of life opportunities for some women. In line with this general objective, the study handled twenty-four cases of female offenders in Mansoura Public Prison, whose ages ranged between twenty- four and fifty-seven years, confirming that the studied phenomenon is not related to a specific age as far as it is related to the social and economic contexts stemming from their social reality. On the other hand, the study relied on analyzing and explaining the phenomenon in light of the theories William Isaac Thomas of women's criminality and social needs. He explained that the most prominent need for women is the need of security, especially family security. The study also made use of Robert Nerton's interpretive vision of anomie. Lower classes are unable to achieve their goals and satisfy their needs in legitimate ways, so they resort to achieving these goals and needs by innovating illegal means and methods. The innovative response pattern emerges for achieving such goals. The study also referred, in some aspects, to the theoretical and research heritage available on the studied phenomenon. The studied revealed some important results. These results include: 1. The phenomenon of women in debt has emerged in the field of criminal sociology in light of realizing their social responsibility towards their families. This is supported by the factors of emotional attachment, unity and solidarity with them voluntarily. 2. The study emphasized the relationship between social sympathy for women in debt and their criminal conviction, in light of the initiative of "Egypt with no women in debt" under the guidance by the political leadership and in the light of the release of the majority of the women in debt. The reconciliation was made in Mansoura Public Prison during conducting the field study. 3. The study concluded that the first steps to limit the spread of the phenomenon of women in debt are depleting the sources of the phenomenon, by working eagerly to satisfy the basic needs of poor women.
