المستخلص: برز الاتصال السياسي كعلم معرفي في ستينات القرن الماضي، وفي أوائل السبعينات كانت البدايات الأولى لنظرية الاعتماد على الاتصال السياسي كأسلوب هام في إدارة الأنظمة السياسية وأداة فاعلة لدى صانع القرار في السيطرة على توجهات وإدارة الرأي العام الجماهيري خاصة بعد التطور الذي شهده المجتمع الإنساني في وسائل الاتصال المعرفية ما جعل الشعوب تعتمد بشكل كبير على ما توفره وسائل الاتصال من معلومات رغبة منهم في إشباع حاجاتهم وتحقيق أهدافهم رغم الإقرار باختلاف نظرية الاعتماد على وسائل الاتصال عن نظرية الاستخدامات والإشاعات في أنها تفترض وجود تفاعلات تسير في ثلاث اتجاهات (الإعلام، الجمهور، النظام السياسي) وتتسم هذه العلاقة بخاصية الاعتمادية المتبادلة الذي تفرضه سمات المجتمع الحديث تتحدد في ضوئها التأثيرات التي تحدثها وسائل الاتصال في الفرد والمجتمع، وكلما زادت الحاجة إلى وسائل الاتصال والاعتماد عليها زاد الاحتمال بأن تغير المعلومات من معارف ومشاعر وسلوك الأفراد سلبا وإيجابا وبما أن المجتمع ووسائل الاتصال يسيران باتجاه النمو والتطور زاد من أهمية الاتصال في وظيفة نقل المعلومات خاصة في أوقات الأزمات ما يستتبع ذلك من يقينية العلاقة الجدلية بين وسائل الاتصال والأزمات....

Political communication emerged as a knowledge science in the sixties of the last century, and in the early seventies, the first beginnings of the theory of reliance on political communication were an important method in managing political systems and an effective tool for the decision-maker in controlling the trends and managing public opinion, especially after the development witnessed by the human society in the cognitive means of communication, which made peoples rely heavily on the information provided by the means of communication in their desire to satisfy their needs and achieve their goals, despite acknowledging the difference of the theory of dependence on means of communication from the theory of uses and rumors in that it assumes the existence of interactions that go in three directions (media, public, political system). This relationship is characterized by the mutual dependence imposed by the characteristics of modern society, in the light of which the effects that the means of communication have on the individual and society are determined. And the greater the need for means of communication and reliance on them increases, the greater the possibility that information will change the knowledge, feelings, and behavior of individuals negatively and positively, and since society and the means of communication are moving towards growth and development, the importance of communication in the function of transmitting information, especially in times of crisis, entails the certainty of the dialectical relationship between the means of communication and crises.
