المستخلص: تهدف الورقة البحثية إلى دراسة مفهوم وتصاعد دور الشركات العسكرية والأمنية الخاصة في هيكل نظام الأمن الدولي الحالي كفاعل مؤثر خاصة مع ظهور تهديدات أمنية جديدة استدعت توسيع مفهوم الأمن وتعميقه من مفهوم الأمن على مستوى الدولة إلى أمن المجتمعات والأفراد، ومن القضايا العسكرية إلى القضايا غير العسكرية، بالإضافة إلى ظهور مفهوم الحوكمة الأمنية وتوزيع عملية صنع السياسات الأمنية بين الحكومات الوطنية والفواعل الدولية الأخرى، وتطوير أشكال شبكية جديدة للتنسيق بين الجهات الحكومية والغير حكومية، ودراسة مدى انتشار تلك الشركات في إفريقيا على وجه الخصوص من خلال تقديمها للخدمات القتالية والتأمينية والمساهمة في توفير البيئة المناسبة لتحقيق التنمية، وتوصلت الدراسة إلى أهمية وجود تلك الشركات، حيث لا تعمل الشركات العسكرية والأمنية الخاصة على تآكل سيادة الدولة بل إلى إعادة تشكيلها، فتعمل كل من الدولة والجهات الفاعلة الخاصة من أجل تعزيز سلطة الدول السيادية داخل حدودها وخارجها باعتبارها انعكاس لتطور بيئة الأمن الدولي وضروريات إعادة هيكلته ليشمل بجانب الدولة فواعل دولية أخرى.

The research paper aims to study the concept and escalation of the role of private military and security companies in the structure of the current international security system as an influential actor, especially with the emergence of new security threats that necessitated the expansion and deepening of the concept of security from the concept of security at the state level to the security of communities and individuals, and from military issues to non-military issues, In addition to the emergence of the concept of security governance, the distribution of security policy-making between national governments and other international actors, the development of new network forms for coordination between governmental and non-governmental agencies, and a study of the extent of the spread of these companies in Africa in particular by providing combat and insurance services and contributing to the provision of the appropriate environment. To achieve development, the study concluded the importance of the existence of these companies, as private military and security companies do not erode the state’s sovereignty but rather reform it, so both the state and private actors work to strengthen the authority of sovereign states within and outside their borders as a reflection of the development of the international security environment and the necessities Restructuring it to include, in addition to the state, other international actors.
