المستخلص: تعد الدوريات العلمية من أكثر القنوات فاعلية في الاتصال العلمي وفي نشر الإنتاج العلمي والتعريف بأحدث المعلومات والابتكارات على نطاق واسع وبسرعة كبيرة مما يجعلها اليوم إنجازا مهما للدول والمؤسسات. وتؤدي الدوريات الإدارية العربية دورا مهما في تطور حركة البحث العلمي، ودعم جهود التنمية الإدارية من خلال نشرها وتعميمها للنظريات والمفاهيم والمؤشرات الكمية والكيفية والممارسات والتطبيقات الإدارية الحديثة. وتهدف هذه الدراسة إلى التعريف بالدوريات الإدارية العربية من حيث: نشأتها، وانتشارها في الدول العربية، كما تهدف إلى التعريف بدورية "الإداري" كنموذج انطلاقا من كونها من أقدم الدوريات الإدارية العربية، وواحدة من الدوريات التي حققت الاستمرارية والانتظام في الصدور على مدى أربعة عقود، واتسمت بالتطور المستمر وبالانتشار الإقليمي المبكر. وقد تم تتبع تطور "الإداري" من حيث الأهداف وسياسات التحرير والنشر، كما تم حصر وفحص وتقييم نوع ومستوى المواد المنشورة فيها، وتم التوصل إلى تحديد المراحل الرئيسة في تطورها، وبيان السمات المميزة لها، وتحديد مجالات اهتمامها، وتصنيف أنواع الأعمال البحثية المنشورة فيها (النظرية / التطبيقية)، وتوزيع الباحثين المساهمين في أعدادها على المؤسسات العلمية العربية.كما تم رصد مساهمة "الإداري" في نشر المعرفة ودعم النشاط البحثي العربي. وانطلاقا من أهمية تحقيق الجودة في الدوريات العلمية تم التحقق من مدى التزام "الإداري" بمعايير جودة المؤشر العربي لقياس جودة المجلات العلمية AIMQSJ، وبيان اتجاهات التطوير المرسومة لها. كما تناولت الدراسة معوقات إصدار الدورية والتي تتشابه فيها مع الدوريات العمانية الأخرى والدوريات العربية عموما. اعتمدت الدراسة المنهج الوصفي النوعي وتغطي الحقائق والمعلومات والمؤشرات الإحصائية الواردة في الدراسة كافة أعداد "الإداري" الصادرة حتى ديسمبر 2019 م ومجموعها (159) عددا.

Scientific periodicals are considered one of the most effective channels in scientific communication, in spreading scientific production and introducing the latest information and innovations on a large scale and very quickly. This makes it today an important achievement for countries and institutions. The Arab administrative periodicals play an important role in the development of the scientific research, and in supporting the efforts of the administrative development through the publication and circulation of theories, concepts, quantitative and qualitative indicators, and modern administrative practices and applications. This study aims to introduce the Arab administrative periodicals in terms of their origin and spread in the Arab countries. In addition, it aims to define «ALEDARI» periodical as a model, being one of the oldest Arab administrative periodicals, one of the periodicals that achieved continuity and regularity in issuance over four decades, and characterized by continuous development and early regional spread. The development of the «ALEDARI» periodical was tracked in terms of objectives and editorial and publishing policies. The type and level of the material published in it was identified, examined and checked, and the main stages in its development and its distinctive features were identified. Its areas of interest were defined, the type of research work published therein ( theory / practice) was categorized, and the distribution of the contributing researchers over the different Arab scientific institutions was assessed. The «ALEDARI» periodical contribution to knowledge dissemination and support to the Arab research activity was also indicated. Based on the importance of achieving quality in scientific periodicals, the extent of the commitment of «ALEDARI» periodical to the quality standards of the Arab Index for measuring the quality of scientific journals (AIMQSJ) was assessed, as well as the trends of development drawn for it. The study also examined the obstacles to publishing the periodical, similar to other Omani and Arab periodicals in general. The study adopted the qualitative descriptive approach. The facts, information and statistical indicators mentioned in it cover all “ALEDARI” periodical numbers issued until December 2019; a total of (159) issues.
