المستخلص: تهدف هذه المقالة الوقوف على المعاني والمفاهيم الأبستمولوجية للمسؤولية الاجتماعية، وكذا القطيعة التي عرفتها هذه المفاهيم، ما بين البرادغم التقليدي لمسؤولية الدولة (الإدارية، المدنية أو المالية) والبرادغم الحديث، والمتمثل أساسا، في تقييم مدى قدرتها على حل المعضلات والمشاكل المترتبة في التدبير وتقييم الأثر في تحقيق الرفاه المجتمعي وتحسين حياة المواطنين، في صيرورة حكامة المخاطر الكبرى والتهديدات الداخلية والخارجية التي تحدق بها. وتحاول الدراسة الوقوف على مختلف أشكال ومعيقات تحمل المسؤولية الكاملة من لدن الدولة (الاستراتيجية)، من خلال تقديم قراءة مقارنة في أبرز مؤشرات وأرقام القطاع الصحي.

The purpose of this article is to examine the epistemological concepts of social responsibility and the rupture between the traditional paradigm of the State (administrative, civil, or financial) and the modern paradigm, pointing primarily to its ability to solve management dilemma and to evaluate the impact in the process of achieving well-being and improving the standard of living of citizens, through its governance of major risks and internal and external threats to its development policies. The study will attempt to identify the different forms and obstacles to achieving the State's social responsibility through a comparative reading of the most important indicators of the health sector.

L'objectif de cet article consiste a examiner les concepts epistemologiques de la responsabilite sociale et de la coupure entre paradigme traditionnel de l'Etat (administrative, civile ou financiere) et paradigm moderne en pointant principalement sa capacite a resoudre les dilemmes de gestion et a evaluer l'impact dans Ie processus de l'accomplissement du bien-etre et de l'amelioration du niveau de vie des citoyens. a travers sa gouvernance des risques majeurs et des menaces internes et externes guettant ses politiques de developpement. L'etude tentera d'identifier les differentes formes et obstacles auxquels se heurte l' accomplissement de la responsabilite societale de l'Etat a travers une lecture comparative des indicateurs et des chiffres les plus significatifs du secteur de la sante.
