المستخلص: تهدف هذه المقالة إلى إبداء الاهتمام بالفوائد والأبعاد والتحديات الخاصة بمأسسة دراسات التأثير في المغرب في عملية بناء قدرات الجهات الفاعلة في هذا المجال. تم التركيز، بشكل خاص، على الآليات التقنية والمتطلبات الديمقراطية. إن تعميم هذه المقاربة الجديدة في الدراسة التي بدأت تظهر في المشهد التشريعي والمؤسساتي تشكل في الواقع، أداة ملموسة ضمن التطبيقات الجيدة في حكامة السياسات العامة، على عدة أصعدة عالمية، وطنية، قطاعية ومحلية. كما تم التطرق في هذه الدراسة للتموضع الأبستمولوجي لمفهوم الأثر وطابعه الغامض والملتبس.

This article consist to demonstrate the interest, virtues, dimensions and challenges of the institutionalization of the impact studies in Morocco in the process of building the actors's capacity in the matters. The emphasis is particularly focused on the technical mechanisms and democratic imperatives. The popularization of this new approach and its emergence in the legislative and institutional landscape constitutes a tangible tool for good practice in the governance of public policies both globally, nationally sectoral and local. The epistemological positioning of the impact concept and its vague, ambiguous and protean character is also mentioned in this study.

Cet article consiste a demontrer I'interet, les venus. les dimensions et les enjeux de J'institutionnalisation des etudes d'impacr au Maroc dans Ie processus de Ia consolidation des capacites des acteurs en la matiere. L'accent cst mis plus particulieremenr sur les IDecanismes techniques et les imperatifs democratiques. La vulgarisation de cetre nouvelle approche d'etude et de son emergence dans Ie paysage iegislatif et institutionnel consrimc, en fait, un Dutil tangible de bonne pratique de gouvernance des politiques puhliques rant a l' echelon mondial. que national, sectoriel au local. Le positionnement epistemologique du concept d'impacr er son caractere flou, ambigu et proteiforme est egalemenc evoque dans ccue etude.
