المستخلص: يعد الساحل المغربي أحد الأصول الرئيسية التي تلعب دوراً هاماً في التنمية الاجتماعية والاقتصادية للمملكة. لكنه أيضا يشكل عائقا لا يستهان به في مواجهة المخاطر الطبيعية والبشرية. بالإضافة إلى ذلك، وفي إطار تقييم الأثر البيئي، كما أنشأه القانون 03-12، فإن دراسة الركن المادي للموقع المتعلق بتنفيذ مشروع الساحل ومدى تأثيره على البيئة، يعاني من قصور على جميع المستويات: النهج، المحتوى والإجراءات، والتي لا تجعل من الممكن الاستجابة لأهداف دراسة الأثر للبيئة، وبالتالي فهي تضعف دورها التنظيمي للتنمية المستدامة، هذا العمل عبارة عن دعوة للفت الانتباه إلى التحديات الكبرى وإلى الأهمية التي ينبغي أن تكتسيها صيرورة تقييم فعال للأثر البيئي. ويعتبر إعداد مشروع القانون 17-49 بشأن التقييم البيئي الاستراتيجي فرصة لاقتراح برنامج بحث في تقييم الأثر على مستوى الساحل، وكذا وضع المسارات والتوصيات الكفيلة بتعزيز الدور التنظيمي لهذا التقييم.

The Moroccan coastline is a major asset that plays very important role in the socio-economic development of the Kingdom. But it is also a significant handicap facing natural and man-induced risks. In addition, the study of the physical environment of the site for the implementation of the project and its impacts on the environment, that is instituted by the law 12-03 concerning the Environmental Impact Assessment, suffers from shortcomings in all levels: approach, content and procedures, which do not meet the objectives of the EIA and alter its regulatory role for sustainable development. This work is a plea to catch attention on the considerable challenges of the littoral and on the need of having a relevant and effective EIA process. It seizes the opportunity of the law 49-17 project relating to the strategic environmental assessment to propose a program of investigation to be instituted in the EIE for the littoral projects, as well as tracks and recommendations aiming the strengthening of the regulatory role of EIA.

Le littoral marocain est un atout majeur qui jaue un role tres important dans le developpement socio-economique du Royaume. Mais il constitue egalement un handicap non negligeable, face aux risques naturels et anthropiques. Par ailleurs, dans le cadre de l'Etude d'Impact sur l'Environnement. Instituee par la loi 12-03, le volet etude du milieu physique du site pour l'implantation du projet et de ses impacts sur l'Environnement au niveau du littoral. souffre d'insuffisances a tous les niveaux: demarche, contenu et procedures, qui ne permettent pas de repoandre aux objectifs de l'EIE et alterent son role de regulation pour un developpement durable. Ce travail est un plaidoyer pour attirer l'attention sur les defis et enjeux considerables du littoral et sur l'ioteret de disposer d'un processus d'EIE pertinent et efficace. Il saisit l'opportunite du projet de loi 49-17 relatif a l'evaluation strategique environnementale pour proposer un programme d'investigation a instituer dans l'EIE au niveau du littoral, ainsi que des pistes et des recommandations visant le renforcement du role regulateur de l'EIE.
