لعل من أهم الركائز الأساسية في بناء المجتمعات، وتحقيق التماسك بين أفراده، هو العمل التطوعي، فهو ممارسة إنسانية ارتبطت ارتباطا وثيقا بكل معاني الخير والصلاح منذ القدم، لكنه يختلف في حجمه وشكله ودوافعه واتجاهاته من مجتمع إلى آخر، وكذلك من زمن لآخر؛ فبينما يقل في مراحل الهدوء والاستقرار، فأنه يزيد في أوقات الكوارث والنكبات والحروب، ولعل (الحشد الشعبي) خير دليل على ذلك، فقد لبوا نداء المرجعية، وتطوعوا للدفاع عن أرضهم ومقدساتهم. ومن حيث الشكل فقد يكون التبرع بالمال أو الجهد أو المهنة أو غير ذلك، أما من حيث الاتجاه فقد يكون موجها من الدولة ومؤسساتها، أو قد يكون تلقائيا، أما الدوافع فهي كثيرة: نفسية، واجتماعية، وسياسية، ودينية وغير ذلك. وعن طريق المصادر والمعلومات التي أفدت منها في كتابة هذا البحث، وجدت أن هناك فرقا بين السلوك التطوعي، والعمل التطوعي؛ فالسلوك التطوعي هو مجموعة التصرفات التي يمارسها الفرد والتي تنطبق عليها شروط العمل التطوعي، والتي تأتي استجابة لظرف طارئ أو موقف إنساني؛ مثل إنقاذ غريق، أو إسعاف جريح، أو غير ذلك من التصرفات الإنسانية الصرفة. أما الفعل فهو الذي لا يأتي عند الأمور الطارئة بل نتيجة تفكر وتدبر، والإيمان بأفكار إنسانية سامية، بحيث يترجم ذلك إلى أفعال خيرية، ومن تم يمكن أن يتحول هذا الفعل إلى سلوك اجتماعي، وقد يكون أكثر تقدما فيتوسع على صعيد مؤسسات متعددة ومنظمات تسهم في جمع الجهود والطاقات الاجتماعية مما يجعل منها شريكا فاعلا للحكومات في مجال التنمية الاجتماعية. وحتى تتحقق ثقافة التطوع في مجتمعاتنا العربية، والمجتمع العراقي على وجه الخصوص، فإن ثمة ضرورة لتفعيل ثقافة التطوع على المستويين النظري التأصيلي، والعملي التطبيقي، وإلا فلن يكون للعرب دور في هذا المجال عالميا، وثقافتنا في هذا المجال ستكون تبعا لخطاب ثقافة التطوع الغربي، على الرغم من إن هذه الثقافة هي إسلامية عربية في الأصل. كما أن المستوى المتقدم الذي وصل إليه المجتمع الغربي في مجال الأعمال التطوعية، على الرغم من أن بعض دوافع المؤسسات الخيرية والتطوعية في الغرب تشوبها دوافع مصلحية أو سياسية، إلا أن بعضها ناتج عن مستوى الوعي المجتمعي بأهمية العمل التطوعي، وكان الأحرى -بنا نحن العرب -أن نكون سباقين لذلك؛ كونه من تعاليم الدين الإسلامي الحقيقي؛ لذلك لا بد من توجيه الوعي المجتمعي بضرورة التطوع وأهميته في تنمية الموارد البشرية وطاقاتها، ويمكن تحقيق ذلك بما يأتي: - تنشئة الأبناء تنشئة اجتماعية سليمة، بغرس قيم التضحية والإيثار، وروح العمل الجماعي في نفوس الناشئة منذ مرحلة الطفولة. - احتواء البرامج الدراسية والمناهج للمؤسسات التعليمية المختلفة بعض المقررات الدراسية التي ترتكز على مفاهيم العمل الجماعي التطوعي، وأهميته، واقتران ذلك بالبرامج التطبيقية مثل حملات التنظيف، وخدمة البيئة وما إلى ذلك. - دعم المؤسسات أو الهيئات التي تعمل في مجال العمل التطوعي ماديا ومعنويا. - تنظيم دورات تدريبية للمتطوعين أو الراغبين بالتطوع قبل تكليفهم بالمهام التطوعية مما يكسبهم المهارات والخبرات المناسبة. - مطالبة وسائل الإعلام المختلفة بدور أكثر تأثيرا في تعريف ماهية العمل التطوعي ومدى حاجة المجتمع إلى ذلك لما له من دور في التنمية، وإكساب العاملين على ذلك الاحترام الذاتي واحترام الآخرين. - جعل العمل التطوعي وسيلة لمعالجة الانحراف السلوكي لبعض العاطلين عن العمل. - توظيف التكنلوجيا الحديثة بهذا المجال في التنسيق بين الجهات الحكومية وغير الحكومية؛ لتقديم الخدمات الاجتماعية واستغلال الطاقات البشرية.
