لقد تم إعداد النظام الإداري الذي خضعت له ولاية الكوفة وضواحيها منذ السنة الأولى من تمصير المدينة (١٧ ه/ ٦٣٨ م) والذي لن يختلف عن ما وضع من أنظمة إدارية لإدارة الأقاليم العربية المفتوحة الأخرى، فقد كان الإشراف على الشؤون الإدارية في الكوفة بيد عامل الكوفة الذي تمتع من خلال أشغاله لمنصبه بشبه استقلال ذاتي، حيث أنه مسؤول أمام الخليفة ويعمل باسمه لإدارة الولاية وضواحيها، وأن أي اعتراضات موجهة ضده كانت ترفع إلى الخليفة الذي كان يصغي شخصيا لها أو يرسل من ينوب عنه للتحقق منها. وهكذا فإن الوالي هو المسؤول عن إدارة الولاية وما يرتبط بها من مقاطعات من خلال مراقبة سير الأحكام في النواحي، وتقليد العمال عليها وفق شروط توفرت فيهم كالكفاية والخبرة والأمانة لاسيما أن صلاحيات عملهم الإداري كانت تقتضي تكليفهم بالإشراف على شؤون ناحيتهم المالية أيضا. وعموما فإن ما جاء من معلومات عن إدارة ضواحي الكوفة ومؤسساتها الإدارية على وجه الخصوص قد لا يقدم صورة واضحة عنها خلال حقبة موضوع البحث، ولعل ذلك يعود لاهتمام المؤرخين بتدوين الحوادث السياسية والعسكرية بشكل أدق تفصيلا عن غيره من الحوادث خاصة عن ولاية مثل الكوفة وضواحيها شكلت ثقلا سياسيا ودينيا كبيرا في تاريخ الدولة العربية الإسلامية. وقد كانت إدارة ضواحي الكوفة تتألف من نوعين من الإدارة وهي: الإدارة المدنية وموظفوها، والإدارة العسكرية وموظفوها، غير أن المعنى بالبحث هنا هي الإدارة المدنية وموظفوها.
