|a جاءت دراستنا هذه لتأكد على أهمية دولة القانون وحيويتها وضرورتها في وقتنا الحالي للخروج من الأزمات والمشكلات والتحديات التي تواجه أغلب الدول العربية، ولعل أبرزها: تراجع الحريات وغياب المساءلة والمحاسبة والمراقبة، وانتشار الفساد، وغياب الديمقراطية، وغياب العدالة والمساواة، وضعف المشاركة الفاعلة، وافتقار القطاع العام إلى الفعالية والكفاءة، وعدم الاستجابة لاحتياجات الناس ومتطلباتهم. ففي ظل كثرة الأزمات الاجتماعية والسياسية والاقتصادية، وتفاقم الاحتياجات والمظاهرات والحركات الشعبية الواسعة اسمت دولة القانون ضرورة ملحة في الوقت الحالي لحفظ التوازن بين الدولة والمجتمع ولتحقيق الأمن والاستقرار للإنسان، وتحريره من الخوف والقلق اليومي الذي يهدد حياته ويؤدي إلى عدم الاستقرار السياسي والاجتماعي في الدولة.

|b Our study came to confirm the importance, vitality and necessity of the rule of law at the present time in order to get out of the crises, problems and challenges facing most Arab countries, most notably: the decline of freedoms, the absence of accountability and control, the spread of corruption, the absence of democracy, the absence of justice and equality, the weakness of effective participation, and the lack of the sector General to effectiveness and efficiency, Not responding to people's needs and requirements. In light of the many social, political and economic crises, and the exacerbation of needs, demonstrations and broad popular movements, the rule of law is called an urgent necessity at the present time to maintain the balance between the state and society and to achieve security and stability for the human being, and liberate him from daily fear and anxiety that threatens his life and leads to political and social instability in the state.
