|a تمثل النفايات تهديدا للبيئة لأنها مصدر هام للتلوث الخطير، الذي يصيب البيئة في مختلف العناصر المكونة لها، وتتنوع أخطار النفايات ويتراخى أثرها، ليدوم سنوات وسنوات، ولا يقتصر الأثر على منطقة بعينها فقد يتعدى أقاليم كثيرة وينتج أثره الضار، لهذا نجد أن حماة البيئة يعملون بكل جهد للحد من الآثار الكارثية للنفايات على اعتبار أن وجود النفايات مرتبط أساسا بوجود الإنسان على سطح الأرض. ولكن هناك من يرى في النفايات مصدرا للثروة إذ تم التعامل معها كمواد أولية، وجب استغلالها بالتدوير والمعالجة، وانطلاقا من ذلك نحقق هدفين أساسيين، حماية البيئة من جهة والانتفاع بالنفايات المعالجة من جهة ثانية. لكل هذه الأسباب وجب الوقوف عند المفهوم القانوني المقارن للنفايات ثم التعرض لأهم طرق المعالجة بعد الوقوف على أنواع النفايات.

|b Wastes represent a threat to the environment because it is an important source of dangerous pollution, which affects the environment in its various constituent elements, and the dangers of wastes vary and their impact lags, so that it lasts for years and years, and the impact is not limited to a specific region, it may exceed many regions and produce its harmful effect, so we find that environmental protectors work with all An effort to reduce the catastrophic effects of wastes, given that the presence of wastes is mainly related to the presence of humans on the surface of the earth. But there are those who see waste as a source of wealth, as it was dealt with as a raw material, and it must be exploited through recycling and treatment, and on this basis we achieve two main goals, on one hand we protect the environment and benefiting from treated wastes on the other hand. For all these reasons, it is necessary to consider the comparative legal concept of wastes, and then discuss the most important treatment methods after examining the types of waste.
