المستخلص: يقاس ارتقاء الأمم بمدي اهتمامها بأفراد المجتمع بمختلف فئاتهم وقدراتهم، وبمدي توفير الإمكانيات والخدمات التي توفر للجميع حياه اجتماعيه واقتصاديه ناجحة كي يؤدي كل فرد دوره في المجتمع. يعتمد المنهج المعتاد في التصميم المعماري على الإنسان الطبيعي بما لا يراعي الفروق في الحجم، العمر والقدرات الجسدية، بينما يراعي التصميم الشامل كمنهج الفروق بين الفئات المختلفة ويهدف إلى وصول الجميع للبيئة المبنية لتحقيق المساواة والقضاء على الاستبعاد المجتمعي. تتضح أهمية المباني الإدارية في تعدد مستخدميها بين الأعمار والقدرات الجسدية المختلفة، وكثرة وتكرار الزيارات إليها. تهدف الدراسة إلى زيادة الوعي بمفهوم التصميم الشامل، ومن ثم تحسين أداء المباني الإدارية بشكل يسمح للجميع باستخدامها بسهولة وبشكل مستقل في ضوء مفهوم التصميم العالمي "الشامل". اعتمدت الدراسة على أكثر من منهج، مثل المنهج الوصفي والتحليلي والاستقرائي، من خلال التحليل والتعرف على أوجه القصور في تصميم المباني الإدارية المختارة كدراسة حاله بمدينة أسوان، وارتكزت الدراسة على بعض العناصر وهي: (مناطق وقوف السيارات، الحصول على المنتجات /الخدمات، استخدام المرافق العامة، الفراغات الوظيفية). تم إجراء دراسة الحالة مع الزيارات الميدانية للموقع بما في ذلك القياسات الميدانية والتوثيق الفوتوغرافي من قبل الباحث لأبنيه الحالة الدراسية.
وأظهرت نتائج الدراسة أن الأبنية محل الدراسة لا تمتثل بالقدر الكافي لمنهج ومبادئ التصميم الشامل، كما تم تحديد المشاكل المتعلقة بسهولة الاستخدام والوصول في أبنية دراسة الحالة ومن ثم اقتراح مجموعة حلول لتلك المشكلات من خلال منهج ومبادئ التصميم الشامل، تم تصنيف تلك المشكلات من حيث سهولة الحل بالتطوير وإضافة بعض الأنظمة المتطورة، وصعوبة حلها، وبالتالي تتضح لنا أهمية اتباع منهج التصميم الشامل في مراحل التصميم الأولى.


The advancement of nations is measured by the extent of their interest in the members of society in their various categories and abilities and by the extent to which the capabilities and services providing everyone with a successful social and economic life so that each individual can play his role in society. The usual approach in architectural design depends on the natural human being without taking into account the differences in size, age, and physical capabilities, while the comprehensive design as an approach takes into account the differences between the different groups and aims for everyone's access to the built environment to achieve equality and eliminate societal exclusion. The importance of administrative buildings is evident in the diversity of their users between different ages, physical abilities, and frequent visits. The study aims to increase awareness of the concept of comprehensive design and then improve the performance of administrative buildings to allow everyone to use them easily and independently in light of the concept of "comprehensive" global design. The study relied on more than one approach, such as the descriptive, analytical and inductive, through analysis and identification of the shortcomings in the design of the selected administrative buildings as a case study in the city of Aswan. The study was based on some elements: (parking areas, obtaining products/services, using public utilities, functional spaces). The case study was conducted with field visits to the site, including field measurements and photographic documentation of the case study buildings by the researcher.
The study results showed that the buildings under study do not sufficiently comply with the approach and principles of the comprehensive design. The problems related to ease of use and access were identified in the buildings of the case study. Then, a set of solutions to these problems was proposed through the comprehensive design's approach and principles. Those problems were classified in terms of ease of solution with the development and addition of some advanced systems and the difficulty of solving them. Thus it becomes clear to us the importance of following the comprehensive design approach in the early stages of design.
