ظاهرة الاتجار بالبشر في دول حوض البحر الأحمر وأثرها على الأمن الإقليمي

المستخلص: هدفت الدراسة لاستعراض ظاهرة الاتجار بالبشر في دول حوض البحر الأحمر، ودراسة أسباب انتشارها وتحديد الآثار الناتجة عنها، وتحليل انعكاساتها على أمن دول حوض البحر الأحمر. اعتمدت الدراسة المنهج التحليلي الوصفي والمنهج التاريخي لاختبار صحة الفرضيات. وتبين من خلال الدراسة أن هناك أسباباً مختلفة تؤدي لانتشار ظاهرة الاتجار بالبشر في منطقة دول حوض البحر الأحمر تراوحت بين أسباب سياسية تمثلت في عدم إتاحة الحريات واستبداد الأنظمة السياسية، وأمنية ناتجة عن الصراعات والحروب في هذه الدول، أسباب اقتصادية حيث تعاني هذه الدول من الفقر وانخفاض مستوى الدخل. وتبين أن لتجارة البشر عدة آثار سلبية منها آثار سياسية وأمنية حيث تذهب بعض أموال تجارة البشر لتمويل العمليات الإرهابية، كما يتم أحيانا استغلال المتاجرة بهم في الحروب، وكذلك هناك آثار اقتصادية مثل زيادة نسبة البطالة وزيادة جرائم غسل الأموال وفشل العديد من السياسات الاقتصادية للدولة وزيادة الأعباء المالية على الدول المصدرة والمستقبلة الناجمة عن عمليات مكافحة الاتجار بالبشر، كما أن هناك آثار اجتماعية تتمثل في صعوبة انخراط المتاجرة بهم في المجتمع وظهور عادات اجتماعية غريبة على المجتمعات المستقبلة. كما أن هناك آثاراً صحية تتمثل في انتقال الأمراض المعدية مما يؤثر على الأمن الصحي للدولة. وأوصت الدراسة بضرورة التنسيق والتعاون بين جميع دول الحوض لمحاربة هذه الظاهرة، وضرورة نشر الوعي بخطورة الهجرة غير الشرعية وما يترتب عليها.

The study aimed to review the phenomenon of human trafficking in the countries of the Red Sea basin, to study its causnes, to determine the impact, and to analyze its implications for the security of the countries of the Red Sea basin. The analytical descriptive method and the historical methods were used to test the validity of the hypotheses. It was found that there are various reasons that lead to the spread of the phenomenon of human trafficking in the countries of the Red Sea basin, ranging between political reasons represented in the lack of freedoms and the tyranny of political regimes, security resulting from conflicts and wars in these countries, and economic reasons, as these countries suffer from poverty and low income level. It has been shown that human trafficking has several negative effects, including political and security effects, as some of the money from human trade goes to finance terrorist operations, and traffickers are sometimes exploited in wars, as well as there are economic effects such as an increase in unemployment, an increase in money laundering crimes, and the failure of many of the state’s economic policies and increase financial burdens on the exporting and receiving countries resulting from the operations of combating human trafficking, and there are social implications represented in the difficulty of traffickers' involvement in society and the emergence of strange social habits on receiving societies, and there are health effects represented in the transmission of infectious diseases, which affect the health security of the state. The study recommended the necessity of coordination and cooperation between all the Basin countries to combat this phenomenon, and the necessity to spread awareness of the danger of illegal immigration and its consequences.
