المستخلص: يتردد في مصادر اللغة العربية ومراجعها مصطلح الروم، ويعني نطق الحركة بصوت خفي يسمعه القريب، وتحدثت كتب القراءات القرآنية عن هذه الظاهرة، باعتبارها ظاهرة صوتية يسمعها الأعمى ويشاهدها البصير؛ لأنها تعتمد على حركة الشفتين رفعا وجرا، ووردت هذه الظاهرة عند أصحاب القراءات القرآنية وفي لغة العرب وأقوالهم، وتأصل تفسير هذه الظاهرة بين القدماء والمحدثين، واستشهد أصحاب مصادر اللغة ومراجعها بهذه الظاهرة تفسيرا وتوضيحا ونقدا وقبولا، ووردت جلية كذلك عند ابن الجزري في قصيدته طيبة النشر، مما يقودنا إلى حقيقة مفادها أهمية هذه الدراسة إذ لم يفرد باحث في علم اللغة العربية أو القراءات القرآنية دراسة مستقلة للروم من طريق طيبة النشر، باستثناء ما كتب من أبحاث في عموم هذه الظاهرة ضمنها الباحث في الدراسات السابقة، فكانت هذه الدراسة جمعا ودراسة لما تفرق في بطون الكتب، وخدمة للعربية ودراستها عبر القدماء وتوجيهاتهم ومستأنسة بآراء المحدثين وأقوالهم، وقد استخدم الباحث المنهج الاستقرائي في تتبع هذه الظاهرة، وتوصل الباحث إلى نتائج تتضمن اتفاق النحويين والقراء في معنى الروم وموانعه وأسبابه باستثناء المنصوب، ونتائج أخرى وردت في نهاية البحث.

The notion of al “al-rawm,” the pronunciation of ḥarakah (حركة) in a hidden voice that is almost heard by the nearby, is barely mentioned in the sources and references of Arabic language. The Qur'anic Reading books have spoken about this phenomenon as a sound phenomenon ‘heard by the blind and the sighted people’ because of depending on lips movement. This phenomenon was mentioned in the Qur'anic Reading and ancient Arabic poetry- it interpretation is also rooted among the ancients and modernists. Besides, it has been cited in some language sources and references, variably receiving some kind of explanation, clarification, criticism and acceptance. So, this leads us to the importance of this study, since no researcher in Arabic linguistics or Koranic Readings has independently studied the term of "al-rum’ though mentioned and hidden in the books and references of Arabic language. This study is, accordingly, a collection of what has been scattered and hidden within the references of language. The aim is to participate in facilitating studying Arabic language, linguistically stemming from the understanding of the ancients and their guidance as well as the interpretations of other followers and sayings. The researcher has used the inductive approach in tracking this phenomenon. He relates the reflections of grammarians and critical readers regarding the notion, its contraindications and causes, with the exception of the postulate, and other results are reported at the end of the research.
