المستخلص: تتناول هذه الدراسة دور القبيلة في ادارة الدولة السودانية وعلاقة النزعات القبلية بالصراعات السياسية، وحاولت الدراسة الاجابة عن بعض الاسئلة المتعلقة بالدور التاريخي لقبائل السودان انطلاقا من السؤال الرئيسي: ما أثر نظام الادارة في السودان على سلطة ونفوذ القبلية؟ وما هو دور الاستعمار والحكومات المتعاقبة في السودان في ادخال القبيلة في الشأن العام واقحام النزاعات القبلية في الصراعات السياسية، استخدم الباحث المنهج التاريخي لتتبع دور القبيلة في المجتمع السوداني عبر الحقب المختلفة وتتبع التغير في اسباب النزاعات القبلية، والمنهج التحليلي الوصفي لدراسة دور الانظمة الحاكمة في تقوية او اضعاف نفوذ القبائل وتحليل ابعاد النزاعات القبلية وتشابكها مع المصالح السياسية. وانطلقت الدراسة من فرضية ان مفهوم القبيلة بشكله التقليدي قد تطور واكتسب ابعادا سياسية مما اتاح استخدامه كوسيلة للصراعات بين مختلف مكونات المجتمع، وخلصت الدراسة الي ان النظام القبلي مترسخ في المجتمع السوداني ولا يمكن تحييده او اضعافه، وتتنامى قوته بصورة خاصة في فترات ضعف سلطة الدولة، وان تسييس القبيلة واقحامها في الشأن العام يشكل تهديدا لكيان الدولة، وان اندلاع الصراعات بن المجموعات المتجاورة من القبائل تشعله تجاذبات السياسة والسيادة تارة والصراع على الموارد تارات اخرى. وأوصى الباحث بأهمية ادارة السلطات الحكومية للنزاعات القبلية بصورة جزرية واهمية ايجاد وسائل قانونية اضافة للوسائل الاهلية لحل النزاعات القبلية، كما نوصي الدراسة بضرورة اجراء الدراسات الاجتماعية والسياسية والاقتصادية لتحديد مصادر النزاعات القبلية بدقة من أجل وضع الحلول الناجعة لها.

This study investigates the role of the tribe in the administration of the Sudanese State and the relationship of tribal tendencies to political conflicts. The study sought to answer some questions related to the historical role of the tribes of Sudan، starting from the basic question: What is the impact of the colonial rule and successive governments in Sudan on the inclusion of the tribe in public affairs? And what is the depth of involvement of tribal disputes in political conflicts?. The researcher used the historical method، to track the role of the tribe in Sudanese society through different eras and track the change in the causes of tribal conflicts، and the descriptive analytical approach to study the role of successive regimes in strengthening or weakening the influence of tribes، we also analyzed the dimensions of tribal conflicts and their intertwining with political interests . The study hypothesized that the concept of the tribe in its traditional form has developed and acquired political dimensions، which allowed it to be used as a means of conflict between the various components of society. Moreover; the politicization of the tribe and its intrusion into public affairs constitutes a threat to the entity of the State، and that the outbreak of conflicts between neighboring groups of tribes is ignited by the interactions of politics، social gains and struggle over scarce resources. The study recommends appropriate management of tribal conflicts with special consideration for each case; the development of suitable legal and civil means to resolve tribal conflicts; in addition to further social، cultural، economic and legal studies to accurately determine the roots of the problem so as to propose effective and feasible solutions for them.
