تعد السياسات الإسكانية الخطوة الأولى والقاعدة الأساسية لإعداد استراتيجية موحدة ناتجة عن دراسات علمية وواقعية للنهوض بواقع القطاع السكني وتحقيق حالة التوازن بين العرض والطلب السكني وبالتالي تحقيق الرفاهية لأفراد المجتمع، لذا أولت معظم الدول أهمية بالغة لانتهاج أو صياغة استراتيجية تحقق التنمية المستدامة لهذ القطاع الاقتصادي من قبل صناع القرار والمختصين في هذا المجال ضمن معايير تخطيطية وخصائص اجتماعية واقتصادية للسكان، وقد اختلقت الدول في صياغة استراتيجياتها تبعا لقدراتها المالية والبشرية والموارد الطبيعية والإمكانيات التقنية، على اعتبار انقطاع السكن هو قطاع إنتاجي واقتصادي حيوي ونقطة انطلاق لسير عملية التنمية المستدامة في جميع ميادين الحياة، ومن هنا تأتي أهمية البحث إذ يهدف لإعداد تبني استراتيجية إسكانية مستدامة لمدينة النجف الأشرف توضح من خلالها كيفية معالجة الحاجة السكنية، وعلى ذلك جاءت مشكلة البحث بالسؤال: ما هي السياسات الإسكانية الملائمة لتحقيق تنمية القطاع السكني في مدينة النجف الأشرف، ويقوم البحث على فرضية: أهمية صياغة خطة استراتيجية إسكانية واضحة، وقائمة على دراسة علمية لتقدير الحاجة السكنية لمدينة النجف لغاية سنة (2040)م، ستسهم في تحقيق التنمية المستدامة لقطاع السكن في المدينة. اعتمدت منهجية البحث على المنهج الاستقرائي والاستنباطي للوصول إلى الاستراتيجية المقترحة المتعلقة بتحقيق التنمية الإسكانية المستدامة، وتوصل البحث إلى أهمية تبني استراتيجية إسكانية واضحة لتوفر مقوماتها من حيث توفر المواد الأولية للبناء، وتوفر الأرضي القابلة للاستثمار السكني، وتوفر الأيدي العاملة، إضافة إلى وجود مصادر للتمويل الإسكاني، كما توصل البحث إلى مجموعة من الاستنتاجات والمقترحات ذات العلاقة بتحقيق هدف البحث. المفاهيم والمصطلحات الدالة في البحث: 1- السياسات الإسكانية: وهي مجموعة من الإجراءات التشريعية والتنفيذية المتخذة لزيادة استخدام الموارد المالية والمادية والبشرية وتنظيمها، لتحقيق الأهداف العامة للإسكان ضمن أهداف خطط التنمية، ولا بد لهذه السياسة أن تتضمن الأبعاد المكانية وعلى المستويات المحلية والإقليمية والقومية. 2- الاستراتيجية الإسكانية: هي خطة عمل منهجية في استعمال الموارد المتاحة بطريقة كفؤه وفي تعيين الأدوات والأدوار والمسؤوليات للجهات ذات العلاقة لبلوغ هدف أو أهداف معرفة في السياسات الإسكانية المعتمدة، ضمن سقف زمني معين أو مراحل يحددها واقع الحال. وتترجم السياسة الإسكانية إلى استراتيجيات محددة، تقوم الدولة بتنفيذها ومراقبتها، لغرض وضع تقييم لمدى نجاحها في تحقيق أهداف السياسة الإسكانية. 3- التنمية المستدامة للإسكان: عملية واسعة أو شاملة تعني بتحسين مستوى قطاع الإسكان بالاعتماد على وعي وإدارة حكيمة في التخطيط والتنفيذ والمراقبة، للوصول إلى استثمار أمثل للموارد البشرية والمادية في العمليات التنموية الإسكانية المستدامة، وتحقيق التوازن بين الإنتاج والاستهلاك السكني. 4- الإسكان: مجموعة معقدة من الأنشطة الإنتاجية التي تخدم ساكنيها، فهو عامل إنتاجي مكون من عوامل إنتاجية تتصارع فيما بينها لتحقق السكن الصحي الأمن لأفراد الأسرة.

Countries differed in formulating their strategies according to their financial and human capabilities, natural resources and technical capabilities, given that the housing sector is a vital productive and economic sector and a starting point for the process of sustainable development in all fields of life. From here comes the importance of the research, as it aims to prepare a sustainable housing strategy for the holy city of Najaf, through which it clarifies how to address the housing need. Accordingly, the research problem came up with the question: What are the appropriate housing policies to achieve the development of the residential sector in the holy city of Najaf, and the research is based on the premise: Importance Drafting a clear housing strategic plan, based on a scientific study of an estimate The housing need for the city of Najaf until the year 2040 AD, will contribute to achieving sustainable development of the housing sector The research methodology relied on the inductive and deductive approach to .in the city arrive at the proposed strategy related to achieving sustainable housing development, and the research concluded the importance of adopting a clear housing strategy to provide its components in terms of availability of raw materials for construction, availability of lands capable of housing investment, availability of labor, in addition to the existence of sources of financing Housing, and the research reached a set of conclusions and proposals related to achieving the research goal Functional concepts and terms in research: 1- Housing policies: It is a set of legislative and executive measures taken to increase the use and organization of financial, material and human resources to achieve the general objectives of housing within the objectives of the development plans. This policy must include the spatial dimensions at the local, regional and national levels. 2- The housing strategy: It is a systematic action plan in using the available resources in an efficient manner and in assigning tools, roles and responsibilities to the relevant authorities to achieve a goal or objectives defined in the approved housing policies, within a specific time limit or stages determined by the reality of the situation. The housing policy is translated into specific strategies that the state implements and monitors for the purpose of developing an assessment of the extent of its success in achieving the housing policy objectives. 3- Sustainable housing development: A broad or comprehensive process concerned with improving the level of the housing sector by relying on awareness and prudent management in planning, implementation and monitoring, in order to reach an optimal investment of human and material resources in sustainable housing development processes, and achieve a balance between housing production and consumption. 4- Housing: a complex group of productive activities that serve its inhabitants, as it is a productive factor composed of productive factors that struggle with each other to achieve healthy and safe housing for family members
