المستخلص: يتكون هذا البحث من جملة من العناصر حيث تطرقت فيه إلى تعريف "المكتبة الرقمية" وذكر مجموعة من المصطلحات والتسميات التي استدل بها أصحابها على مفهوم هذه المكتبة؛ وهي ناتجة عن تداخل عدة أبحاث واختصاصات تعنى بعلم المكتبات عموما وبالمكتبة الرقمية على وجه الخصوص، ثم ذكرت أسباب ظهور هذا النوع من المكتبات وكذا مزاياها، وجملة من الأهداف التي تسعى لتحقيقها من أجل تقديم خدمات نوعية لمرتاديها. ثم عرجت على ذكر بعض الاحتياجات واللوازم التي لابد من توفرها لإنشاء "مكتبة رقمية"، وأشرت أيضا إلى بعض العوائق والعراقيل التي تحول دون السير الحسن للخدمات التي تقدمها هذه المكتبات خاصة في بعض الدول العربية النامية.

Cette recherche consiste en un ensemble d’éléments où il a touché la définition de la «bibliothèque numérique» et évoqué un tas de termes et étiquettes cité par leurs propriétaires sur le concept de cette bibliothèque, qui sont causées par le chevauchement de plusieurs spécialisations et la recherche sur la bibliothéconomie en général et en particulier, bibliothèque numérique Les raisons de l’émergence de ce type de bibliothèques ainsi que leurs avantages, parmi les objectifs à atteindre pour offrir des services de qualité à leurs visiteurs. Puis, se tournant vers certaines des exigences qui doivent être remplies pour créer une « bibliothèque numérique », j’ai également souligné certains des barrières et obstacles pour marcher pour les services fournis par ces bibliothèques dans certains pays arabes, en particulier les pays en développement.

This research comprises several elements, wherein I address the definition of a 'digital library' and discuss a range of terms and labels used by authors to infer the concept of this library. It emerges from the interlacing of various research disciplines and specializations within library science, focusing particularly on digital libraries. I then explore the reasons for the emergence of this type of library, along with its advantages and a set of goals it seeks to achieve in providing quality services to its visitors. Additionally, I highlight some of the needs and requirements essential for establishing a 'digital library' while pointing out obstacles that hinder the proper functioning of services provided by these libraries, particularly in certain developing Arab countries.
