المستخلص: This study presents a vision or theoretical framework on the nature of the concepts and contents of contemporary military strategy and its relationship to the military doctrine and the extent of the impact of modern technique and technology used in the field of defense and fighting wars on the military doctrine of countries concerned with the future of the armed forces and how to manage them, as well as the formulation of war strategies and the conduct of military operations during wars.
The issue of military strategy occupies a significant place among the official institutions of the state, as well as research and academic circles interested in this regard, and this is due to several considerations, perhaps the most important of which is the essential role that military strategy plays now, with regard to the determination of the general principles and foundations in the field of defense and fighting a war, and to achieve the state’s supreme policy goals to preserve its entity and security and to ensure its continued effectiveness at the international level. Although the issue of military strategy is old in history, its development is linked to the emergence of nation-states. Wars, weapons, and the technology used in them also contributed to the development of military strategy. The revolutions that occurred within military affairs had an impact on the course of military strategy, such as the gunpowder revolution in the fifteenth century and the nuclear weapons revolution in the twentieth century.
The interest of states in the military strategy, and the continuous work to build and develop it and harness the necessary resources and capabilities to ensure its efficiency and success, can also be traced back to the nature of the relations that govern the political units with each other. Although there are manifestations of cooperation, complementarity, and recognition of the authority of international law, hostility, fear, and distrust between these entities are other manifestations that prevail in these relations, and this explains part of the aspects of the states’ interest in military strategy, the search for power, the development of their military capabilities and entering into alliances to ensure their security. Therefore, the military strategy has become a means used by the state to achieve its various goals.

تعمل هذه الدراسة على تقديم رؤية أو إطار نظري حول طبيعة مفاهيم ومضامين الاستراتيجية العسكرية المعاصرة وعلاقتها بالعقيدة العسكرية ومدى تأثير التقنية والتكنولوجيا الحديثة المستخدمة في مجال الدفاع وخوض الحروب على العقائد العسكرية للدول التي تعنى بمستقبل القوات المسلحة وكيفية إدارتها، وكذا صياغة الاستراتيجيات الحربية وسير العمليات العسكرية أثناء الحروب.
يحتل موضوع الاستراتيجية العسكرية مكانة معتبرة لدى المؤسسات الرسمية للدولة وكذا الدوائر البحثية والأكاديمية المهتمة بهذا الشأن وهذا راجع إلى عدة اعتبارات لعل أهمها، الدور الجوهري الذي أصبحت تضطلع به الاستراتيجية العسكرية، فيما يتعلق بتحديد المبادئ والأسس العامة في مجال الدفاع وخوض الحرب، والعمل على تحقيق أهداف السياسة العليا للدولة للحفاظ على كيانها وأمنها وضمان استمرار فاعليتها على مستوى النسق الدولي، ورغم قدم موضوع الاستراتيجية العسكرية في التاريخ، إلا أن تطورها كان مرتبطا بظهور الدول القومية. كما ساهمت الحروب والأسلحة والتقنية المستخدمة فيها في تطور الاستراتيجية العسكرية. فقد كان للثورات التي حدثت داخل الشؤون العسكرية تأثيرا على مسار الاستراتيجية العسكرية، مثل ثورة البارود في القرن الخامس عشر، وثورة السلاح النووي في القرن العشرين.
كما يمكن إرجاع اهتمام الدول بالاستراتيجية العسكرية، والعمل المستمر لبنائها وتطويرها وتسخير الموارد والإمكانيات الضرورية لضمان كفاءتها ونجاحها، إلى طبيعة العلاقات التي تحكم الوحدات السياسية ببعضها البعض. فعلى الرغم من وجود مظاهر التعاون والتكامل والاعتراف بسلطة القانون الدولي، إلا أن العداء والخوف وانعدام الثقة بين هذه الكيانات، هي مظاهر أخرى تسود هذه العلاقات وهذا ما يفسر جانبا من جوانب اهتمام الدول بالاستراتيجية العسكرية، والبحث عن القوة وتطوير قدراتها العسكرية والدخول في تحالفات لضمان أمنها القومي وتحقيق مصالحها الوطنية، لذا أصبحت الاستراتيجية العسكرية وسيلة تستخدمها الدولة لتحقيق غاياتها المختلفة.
