المستخلص: Refugees are distributed unevenly and unfairly between countries because of different considerations which imposes burdens on certain countries to host and provide them protection. As the protection of refugees is a common goal for the international community as a whole, it should be shared the burden of such protection by other countries with the host countries and bring with them the responsibility of it. The burden sharing finds its basis in a range of international instruments and the relevant principles of international law and human rights.

Les réfugiés sont répartis de façon inégale et inéquitable entre les pays à cause de différentes considérations, qui impose des charges sur certains pays pour les accueillir et de leur fournir la protection. Comme la protection des réfugiés est un but commun pour la communauté internationale dans son ensemble, il devrait être partagée la charge de cette protection par d'autres pays avec les pays d'accueil et de porter avec eux la responsabilité de celui-ci. Le partage des charges trouve son fondement dans une gamme d'instruments internationaux et les principes pertinents du droit international et les droits de l'homme.

يتوزع اللاجئون بشكل غير متساو وغير عادل بين الدول لاعتبارات مختلفة، وهو ما يفرض أعباء على دول بذاتها لاستقبالهم وتوفير الحماية لهم. ونظرا لأن حماية اللاجئين تعد هدفا مشتركا للمجتمع الدولي ككل، فإنه ينبغي أن تتقاسم دول أخرى أعباء تلك الحماية مع الدول المستقبلة وتتحمل معها مسؤولية الحماية، حيث يجد تقاسم الأعباء أساسه في مجموعة من الصكوك الدولية ومبادئ القانون الدولي ذات الصلة وحقوق الإنسان، كما يستمد ملاءمته من أهميته على مستوى التوزيع العادل لتكاليف استقبال اللاجئين وتعزيز حماية حقوق الإنسان وسد ثغرات الحماية ومساهمته في التكفل الأمثل باللاجئين وتحقيق الاستقرار العالمي.
