المستخلص: The body overseeing the electoral process is considered as a major component and an important indicator for measuring the integrity of the elections because of its great role in devoting democracy. That is why the reform of the bodies responsible for managing the electoral process becomes the greatest concern for all the countries. The reform axes in this framework varied between the creation of committees and bodies, political, administrative, and judicial commissions, which are entrusted with part of the electoral process, or managing the whole electoral process. In Algeria, the executive authority remained the competent authority in managing the electoral process. And with the winds of change that the world has witnessed, and the pressure of the opposition and various other events, other bodies were established to ensure the overall supervision of the electoral process in addition to the administration. The first nucleus was the creation of the Independent National Political Committee to monitor the Presidential Elections in 1995, then the Independent National Electoral Observing Committee in 2012, followed by the Independent Higher Electoral Observation Commission in 2016. Finally, in a precedent, the first of its kind in Algeria and the Arab World, the Algerian Legislator created the Independent National Elections Authority, as a mechanism that is politically, administratively and financially independent, that is entrusted with managing the electoral process as a whole in accordance with the provisions of the Organic Law 19-07 of September 14, 2019.

تعد الجهة المشرفة على العملية الانتخابية عنصر رئيسي، ومؤشر أساسي لقياس مدى نزاهة الانتخابات، لما لها من دور كبير في تكريس الديمقراطية، لهذا شكل إصلاح الأجهزة المختصة بإدارة العملية الانتخابية الهاجس الأكبر للدول، وتباينت محاور الإصلاح في هذا الإطار بين إنشاء لجان وهيئات، مفوضيات، سياسية، إدارية، قضائية، يناط بها جزء من العملية الانتخابية، أو إدارة العملية الانتخابية كاملة. في الجزائر ظلت السلطة التنفيذية هي صاحبة الاختصاص في إدارة العملية الانتخابية، ومع هبوب رياح التغيير التي شهدها العالم، وتوالي ضغوط المعارضة ومختلف الفعاليات الأخرى، أنشئت هيئات تكفلت في مجملها برقابة العملية الانتخابية إلى جانب الإدارة، وكانت النواة الأولى هي إحداث اللجنة الوطنية السياسية المستقلة لمراقبة الانتخابات الرئاسية سنة 1995، ثم اللجنة الوطنية المستقلة لمراقبة الانتخابات سنة 2012، ثم تلتها الهيئة العليا المستقلة لمراقبة الانتخابات سنة 2016. وأخيراً في سابقة هي الأولى من نوعها في الجزائر والعالم العربي استحدث المشرع الجزائري السلطة الوطنية المستقلة للانتخابات كآلية مستقلة سياسياً إدارياً ومالياً يناط بها إدارة العملية الانتخابية كلية بموجب أحكام القانون العضوي 19-07 المؤرخ في 14 سبتمبر 2019.
