520 |d L’ère du numérique oriente les collectivités territoriales vers l’adoption de nouveaux modes de gouvernance qui intègrent les technologies de l’information et de la communication. Mais comme tout changement, le changement technologique se heurte souvent à des résistances qu’il convient de surmonter. Cet article présente une revue de littérature succincte sur les résistances au changement lors de la mise en place des territoires numériques. Nous présentons dans un premier point la notion de résistances aux changements. Dans un deuxième point, nous insistons sur la nécessité de surmonter ces résistances et sur les différentes manières d’y arriver. Enfin, dans un troisième point, nous nous attardons sur la nécessité de lutter contre les résistances qui peuvent se présenter dans la mise en place des territoires numériques. 
520 |b The digital era is directing local authorities towards the adoption of new modes of governance which integrate information and communication technologies. But like any change, technological change often comes up against resistance that needs to be overcome. This article presents a brief literature review on resistance to change during the establishment of digital territories We first present the notion of resistance to change. In a second point, we stress the need to overcome these resistances and the different ways to get there. Finally, in a third point, we dwell on the need to combat the resistances that may arise in the establishment of digital territories.
