المستخلص: The international experiences of many small and medium industrial enterprises indicate the risks that led to the failure of these projects to achieve the advantages of economies of scale when purchasing materials necessary for production such as raw materials and equipment, in addition to the risks of weak financing and advisory services, which prevents these projects from achieving market opportunities that It requires high volume production, homogeneous standards and regular supply. By reviewing Mexico's successful experience of industrial clusters in facing the risks of small and medium industries, and then strengthening its industrial exports and supporting its competitiveness, the Egyptian economy can benefit from that experience through a number of criteria that these countries have followed.
