المستخلص: This contribution aims at analyzing the main changes and reconstructions that have marked the territory of Algiers. The approach is to identify the clues participating in the emergence of a metropolitan area or by blocking the development. We will first introduce the metropolitan area on special, territorial and economic perspectives. We will then review the different stages of urban planning, favoring the segment of large infrastructures which the city has given itself since its independence, to give its urban development an orientation. Finally, we will conclude examining the management of the administration of this territory, which normally should be accompanied by new forms of management oriented towards a metropolitan governance. Our study will then be based on the following two questions: Do the major infrastructures initiated by the government in Algiers reflect a political will to make a metropolitan area emerge around the capital? How do the institutional actors adapt themselves to the new requirements of the urban space?

Cette contribution a pour objectif d’analyser les principales transformations et recompositions qui ont marqué le territoire d’Alger. La démarche consiste à repérer les indices participant à l’émergence d’un espace métropolitain ou en bloquant le développement. Dans un premier temps, nous présenterons l’espace métropolitain des points de vue spatial, territorial et économique. Nous passerons ensuite en revue les différentes étapes de la planification urbaine en privilégiant le segment des grandes infrastructures que la ville s’est donnée depuis l’indépendance pour orienter son urbanisation. Enfin, nous terminerons par l’examen du mode de gestion de ce territoire qui, normalement, doit être accompagné par de nouvelles formes de management orientées dans le sens de la gouvernance métropolitaine. Notre réflexion reposera ainsi sur les deux interrogations suivantes : les grandes infrastructures initiées par l’Etat au niveau d’Alger reflètent-elles une volonté politique de faire émerger un espace métropolitain autour de la capitale ? Comment les acteurs institutionnels s’adaptent-ils aux nouvelles exigences de l’espace urbain ?
