المستخلص: هدفت هذه الدراسة إلى معرفة أثر الامتيازات الجبائية على استقطاب الاستثمار الأجنبي المباشر، ولتحقيق أهداف الدراسة، تم إسقاط دراستنا على مجمع فرتيال -عنابة-الذي يتمتع بمزايا جبائية، وتأثير هذه الامتيازات على أرباحه وأداءه المالي وقرارات الشريك بالأغلبية (المستثمر الأجنبي المباشر). واعتمدت الدراسة على المنهج الوصفي في الجانب النظري إضافة إلى استخدام المنهج التحليلي في تحليل النسب المالية وهذا من أجل اختبار فرضية الدراسة. وأشارت أهم نتائج هذه الدراسة أن الامتيازات الجبائية هي أهم وسيلة لتشجيع الاستثمار الأجنبي المباشر وهذا يتجلى في رفع الأداء المالي وتحقيق أرباح سنوية معتبرة جداً في مجمع فرتيال، إلا أنه هناك عوامل أخرى تحول دون تحقيق الامتيازات الجبائية أهدافها مثل البيروقراطية والمحسوبية وتفشي الفساد ٠٠٠٠٠إلخ٠ وأهم ما أوصت به الدراسة أنه إذا كان لابد من توفير مناخ الاستثمار الأجنبي المباشر الملائم يتمثل بالدرجة الأولى في منح الامتيازات الجبائية فإنه يشمل أيضاً توفير الجو الملائم من خلال محاربة البيروقراطية والفساد وتفشي الفساد والعراقيل الأخرى التي تقف في استقطاب الاستثمار الأجنبي المباشر والذي يساهم بدوره في تحقيق النمو والتنمية الاقتصادية.

This study aimed at knowing the impact of the tax privileges on attracting the direct foreign investment, and in order to achieve the aims of this study, this latter was projected on the Fertial group –Annaba- which possesses fiscal features, and the influence of these characteristics on its profits and its and financial performance and the partner's decisions with the majority (the direct international investor). The study adopted the descriptive approach in the theoretical side, in addition to the use of the analytical approach in analyzing the financial rates for the sake of testing the study’s hypothesis. The study’s most important results indicated that the fiscal privileges are the most important medium of encouraging the direct foreign investment and this manifeats in elevating the financial performance and realizing considrable annual profits in the Fertial group, on the other hand there are other elements which prevents from reaching the objectives of the fiscal privileges suchas favouritism, bureaucracy and corruption spreading…..etc. The most important thing is that this study recomended that if providing the direct and appropriate foreign investment resembles in the first place in granting the fiscal privileges it should also includ providing the convenient atmosphere through fighting bureaucracy, corruption spreading and other absticals which stands in the way of the direct foreign investment which in its turn contributes in reaching progress and economical growth.
