المستخلص: The rich cultural life and development that flourished in Andalusia we most by the results of a perfect political strategies with the founder of the Umayyad dynasty like Abdul Rahman Al Dakhel (138 –172H / 755-788) who deserved to be named from his competitor Abi Jaafar Al-Mansour- Saqr Quraish- (the Koraich Eagle). he established a strong and a great state the same as the one founded by the Abbassid in Baghdad. Abdul Rahman gave great importance to science and scientists and so did his descendance. Al hakem Al Rabdhi (180-206H/796–821), Abdul rahman second (206 -238H/ 822-852), and Abderrahman En-nacer (300- 350AH/880- 961), but what was considerably remarkable was what did Alhakam Al Mostansser (350-366H/961-976) since he showed big importance to science and knowledge encouraging almost scientists at the time. Thus Andalusia become one of the most flourishing civilization competing Baghdad for a long time. It was even considered as the era of creativity and cultural. Thanks to this great works, Andalusia was based on powerful pillars. despite the decline of the umayyad caliphate in 422H/1030 due the several internal conflicts, the wealthy cultural life remained flourishing in Andalusia, reflecting all Theories that there is no creativity except in the presence of security and stability."
