المستخلص: يتناول هذا البحث مسؤولية الموظف العام أمام تعارض الصالح في النظام السعودي، باعتبار أن الموظف هو العنصر الأساسي في العمل الوظيفي، وهو من يقوم بتحقيق أهداف الوظيفة العامة المنشودة تحقيقا للصالح العام، وقد اشتمل هذا البحث على مقدمة، وأربعة مباحث، وخاتمة. تناول المبحث الأول والثاني: مفهوم المسؤولية، والموظف العام في اللغة والاصطلاح، وتناول المبحث الثالث: تعارض المصالح، والمبحث الرابع: أساليب منع تعارض المصالح، إضافة إلى خاتمة: تناولت أهم النتائج التوصيات المتمثلة في توصيف الموظف الذي تنطبق عليه صفة الموظف العام، وبيان حقوقه وواجباته، والمحظورات التي يجب أن يتجنبها، وذكر آثار تعارض المصالح، وتأثر المصلحة العامة بما يترتب على ذلك الإخلال بالواجبات والمسؤوليات الوظيفية؛ حيث يعد تعارض المصالح من جرائم الفساد التي تمس النزاهة والشفافية. والتوصية بوضع أنظمة وتشريعات احترازية تمنع وقوع تعارض المصالح، مع نشر الوعي لدى الموظفين بخطورة تعارض المصالح آثارها على الفرد والمجتمع.

This research deals with: the public employee’s responsibility to conflict of interests, in the Saudi system. As the employee is the main component of the job, and He is the one who achieves the desired public office goals for the public good. And this search included: an introduction, four topics and conclusion. The first and second topic take up: The concept of responsibility, and the general employee in language and convention, and The third topic dealt with: conflict of interests, and the fourth topic: methods of preventing conflict of interests, And in it the description of the employee to whom the position of the public employee applies, and the description of his rights and duties, and the prohibitions that he must avoid, mentioning the effects of conflicts of interest, and the impact of the public interest, including the consequent violation of job duties and responsibilities. In addition to the conclusion: the most: important findings addressed recommendations, The recommendation is to develop precautionary regulations and legislation to prevent conflicts of interest from occurring, while spreading awareness among employees of the danger of conflicts of interests and their effects on the individual and society.
