المستخلص: التكافل بمعنى العائل والضامن ومن قال تعالى: (إِذْ يُلْقُونَ أَقْلَامَهُمْ أَيُّهُمْ يَكْفُلُ مَرْيَمَ). وعلى ضوء الاشتقاق اللغوي يكون المعنى الاصطلاحي كلمتي التكافل الاجتماعي أي أن يتضامن أبناء المجتمع ويتساندوا فيما بينهم، بحيث يرق غنيهم لفقيرهم ويرحم كبيرهم صغيرهم ويعول صحيحهم مريضهم ويسد شبعانهم حاجة جائعهم وخصوصا المرأة الأرملة، والمطلقة. وبعبارة أخرى (يصير الفرد في كفالة مجتمعه فيقوم له المجتمع بما يلزم عند اقتضاء الحال، وأن يقوم كل فرد قادر بما يمد المجتمع بالخير ويحفظ كيانه)(2). إن الغاية من التكافل الاجتماعي هو حفظ المجتمع من الجرائم الاجتماعية وإزالة الفوارق بين أبناء الوطن الواحد والحفاظ على المرأة المطلقة، وإزالة أسباب الحقد والكراهية التي تكون عادة بين الأغنياء والفقراء وأيضا لإيجاد التوازن في المجتمع. ربما يظن البعض أن الرؤيا الإسلامية قد اقتضت أن يكون التكافل اجتماعيا وهي بذلك قد تجاوزت هذه الرؤيا الحق الإنساني لتجعله فريضة إلهية وواجبا شرعيا وضرورة من ضرورات استقامة المجتمع الإنساني، بل جعلت هذه الرؤيا الإسلامية إقامة مقومات التكافل الاجتماعي الأساس لإقامة الدين. وعليه أن إصلاح الدنيا بالتكافل والأمن الاجتماعي صلاح للدين وليس العكس.

In the light of linguistic derivation, the meaning of the term "social solidarity" means that the sons of Iraqi society are united and support each other so that their rich will be rich for their poor, and the great, merciful, and healthy, Hungry, especially Iraqi women displaced, widow, and divorced. In other words, the individual becomes a society in which society will be responsible when necessary, and every individual capable of providing the society with good and sustains it. The purpose of social solidarity is to protect society from social crimes And to remove the differences between the sons of one nation and the preacher on the women of absolute obstruction and remove the causes of hatred and hatred, which are usually between the rich and the poor and also to find a balance in society Perhaps some think that the Islamic vision required that the social solidarity and thus exceeded the vision of the human right to make the duty of God And a legitimate duty and the necessity of the necessities of the integrity of human society, but made this vision of the establishment of the Islamic components of social solidarity basis for the establishment. Religion, Moreover, reforming the world with interdependence and social security is a good thing for religion, not vice versa. Non-Islamic civilizations believe that social security is part of human rights. The Islamic vision did not stop at the level of rights, but it rose to the level of obligations the preservation of these statutes is a human worship of God.
