المستخلص: يعد الرأي العام اليوم احد أهم المداخل الرئيسة لفهم واقع المجتمعات في اغلب دول العالم، فهو يمثل وسيلة غير رسمية لصنع القرارات السياسية، وذلك بحكم ما يشكله من أداة ضاغطة على الحكومة لأجل تبني سياسات عامة تتفق مع توجهاته وطموحاته، ليكون الرأي العام بذلك فاعلا اجتماعيا يرتب أثرا بالغ الأهمية على قناعات القيمين على شؤون الحكم في الدولة، بموجب ذلك أضحت دراسته ومعرفة اتجاهاته محل اهتمام الخبراء في علوم القانون والسياسة والاجتماع والنفس وغيرها، وهذا يرجع تحديدا إلى ما يرتبه من أثر كبير في مواقف وسلوكيات غالبية الأفراد في المجتمع، فاستجابته للوقائع الاجتماعية/السياسية ينبئنا انه فعل ديناميكي ينتج مع تواتر الاستجابة للوقائع وعيا سياسيا يجعل من الفرد فاعلا في محيطه الاجتماعي والسياسي. بمعنى آخر أن فاعلية الرأي العام وكفاءته في إبراز أثره من خلال وسائل متعددة سواء كانت مظاهرات، أم اعتصامات، أم استفتاء، أم انتخابات، .... الخ سيجعل من دوره يغطي عموم القاعدة الشعبية التي يمثلها، وسيكون خير وسيلة لجذب أكبر عدد من الأفراد إلى جانب الغاية التي يتحرك لأجلها، ومن ثم ستكون قيمته التأثيرية على التعبئة السياسية أكبر، وهنا بالتحديد ستتضح قيمته في بلورة وعي مجتمعي يختزل واقع للقاعدة الشعبية التي يمثلها وبما يؤدي إلى وحدة الهدف الذي تمثله المصلحة العامة، ليندفع إلى تحقيقها بشكل يعزز المشاركة السياسية لعموم فئات المجتمع.

Public opinion today is one of the most important approaches to understanding the reality of societies in most countries of the world, as it represents an informal means for making political decisions, by virtue of what it constitutes as a tool that pressures the government in order to adopt public policies that are consistent with its orientations and aspirations, so that public opinion is thus a social act that arranges A very important impact on the convictions of the curators on the affairs of government in the state, according to which his study and knowledge of its trends became of interest to experts in the sciences of law, politics, sociology, psychology and others, and this is precisely due to the significant impact it has had on the attitudes and behaviors of the majority of individuals in society, so its response to social facts Politics tells us that it is a dynamic act that results in the frequent response to facts a political awareness that makes the individual an actor in his social and political environment. In other words, the effectiveness and efficiency of public opinion in highlighting its impact through various means, whether it is demonstrations, sit-ins, referendums, elections, ... etc. will make its role cover the general popular base that it represents, and it will be the best way to attract the largest number of individuals. In addition to the goal for which it is moving, and then its influence on political mobilization will be greater, and here precisely its value will be evident in crystallizing a community awareness that reduces the reality to the popular base it represents and leads to the unity of the goal represented by the public interest, to push to achieve it in a way that enhances the political participation of all groups the society.
