هدفت الدراسة إلى التعرف على دور البنك المركزي في تفعيل وتشجيع التمويل الأصغر في السودان والتعرف على الصعوبات التي تواجه البنك المركزي في تفعيل التمويل الأصغر وكيفية التغلب عليها. يقوم البنك المركزي بتشجيع وتنشيط قطاع التمويل الأصغر بالسودان ويتمثل دور البنك المركزي في وضع السياسات والضوابط لمؤسسات التمويل الأصغر المصرفية. تمثل وحدة التمويل الأصغر ببنك السودان المركزي مركزا أساسيا وهاما في تنشيط قطاع التمويل الأصغر والصغير بالسودان وتقوم الوحدة بنشاطات عدة تكامل مع بعضها البعض في النهوض بالقطاع تتمثل في وضع السياسات والضوابط لمؤسسات التمويل الأصغر المصرفية والقيام بعملية الترخيص والتنظيم والمتابعة للعمليات، كما تتبني المبادرات وتطوير منتجات التمويل ومؤشرات الأداء والترويج لخدمات التمويل الأصغر المبتكرة وإنشاء مؤسسات تمويل أصغر مستدامة لزيادة الانتشار ودعم البحوث والاستشارات المتعلقة بالتمويل الأصغر والصغير كما تتبني تنسيق الدعم ومشروعات الشراكة مع المانحين وتقديم الدعم الفني والمساهمات الرأسمالية في رؤوس أموال المؤسسات التمويلية وكذلك تقوم أيضا بتمويل التدريب ورفع القدرات وأخيرا تقوم الوحدة بالتنسيق والتعاون مع الشركاء (كالمصارف والمنظمات غير الحكومية والجمعيات القاعدية وشركات التأمين) بتسهيل تقديم الخدمات غير التمويلية وذلك عن طريق تنسيق وتمويل نماذج مبتكرة لمشروعات ذات طابع جماعي خاصة في الريف. تركز الورقة على ما قامت به وحدة التمويل من جهود كما نتناول وضع التمويل الأصغر في سياسات بنك السودان المركزي التمويلية وكذلك التحديات التي واجهت تجربة دعم القطاع خاصة فيما يتعلق بضعف دور فرع بنك السودان وأسبابه وكيفية تفعيله.
The study investigates the role of the Central Bank in activating and encouraging small funding in Sudan and identifying the difficulties that face the Central Bank in this respect and from these difficulties and how these difficulties can be overcome. The Central Bank encourages and activates small funding sector in the Sudan. The role of the bank is represented in setting the policies and the regulations for small funding banking institutions. Small funding unit in the Central Bank in Sudan represents a primary and significant central in activating the small funding unit in Sudan. The unit undertakes a number of integrated activities so as to promote the sector and this is represented in setting the policies and regulations for small funding banking institutions and undertaking the process of licensing and regulating follow-up processes. Also, the unit adopts the initiative and the development of funding products and performance indicators and publicity for the created small funding services, besides, constructing constant small funding institutions for increasing and supporting researches related to small and smaller funding's. The unit also adopts coordinating the fund and partnership projects with the supporters and offering technical fund and capitalist contributions to the funding institutions capitals. The unit also supports training and capability promotion. Finally, the unit coordinates and cooperates with the partners (banks, non-government, organizations, associations and insurance companies) to facilitate non-funding service and this is via coordinating and funding created models for special communal projects in the rural areas. In this paper, the researcher focuses on the efforts made by the funding unit. The researcher also considers setting small funding in the Central Bank of Sudan funding policies together with the challenges that face the attempt of the sector support particularly in relation to the weakness of the bank of Sudan role and the reasons for this weakness and how to activate this role.
