المستخلص: L’étude vise à suivre et évaluer la réalité de de la responsabilité des institutions du secteur privé en Algérie et à savoir dans quelle mesure les institutions peuvent être adoptées et appliquées en partenariat avec l’administration locales pour reflètes le développement locales durable. Depuis la réforme de l’administration locale et la modification des lois communitairs locales, le secteur privé à contribuer à améliorer les conditions de vie des citoyens et à répondre à leurs besoins; sécurité sociale et assurance maladie, logement adéquat, emploi et autres services sociaux. Le niveau de la responsabilité sociale du secteur privé au niveau local n’a pas encore atteint ce qui est requis malgré les incitations économique et les textes légaux, la raison de retarder l’adoption de la responsabilité sociale est due à des facteurs tels que l’émergence récente et le développement du secteur privé, le manque de cristallisation du concept de responsabilité sociale en tant que concept parmi les responsables des institutions en particulier dans le rôle de la société civile, les associations de consommateurs et les associations professionnelles en faveur de l’adoption de l’activation de pratiques de responsabilité sociale.

The study seeks to monitor and assess the reality of the social responsibility of the private sector institutions in Algeria and to know the extent to which institutions can be adopted and applied in partnership with the local administration to embody sustainable local development. Since the implementation of the economic reform measures 1990s in Algeria, the most important challenge to the private sector has been the embodiment of social responsibility at the local level, especially after the reform of local administration and the amendment of local community laws. The private sector is responsible for contributing to improving the living conditions of the citizens and providing their needs; social security and health insurance, an adequate housing, employment and others social services. The level of social responsibility of the private sector at the local level has not yet reached what is required despite the economic incentives and legal tests; the reason for delaying the doption of social responsibility is due to factors such as the recent emergence and development of the private sector, the concept of social responsibility is not crystallized as a concept among institution officials, consumer associations and professional institutions in pushing for the adoption and activation of social responsibility practices.

تسعى الدراسة إلى رصد واقع المسؤولية الاجتماعية للمؤسسات القطاع الخاص في الجزائر، ومعرفة مدى قدرة المؤسسات على أن تأخذ بالمفهوم وتطبيقه في إطار الشركة مع الإدارة المحلية لتجسيد التنمية المحلية المستدامة، خاصة بعد الشروع في إصلاح الإدارة المحلية وتعديل قوانين الجماعات المحلية، والتحول نحو اقتصاد السوق والتوجه نحو الخوصصة، حيث أصبح للقطاع الخاص مسؤولية في تقديم الخدمات وتوفير فرص العمل وغيرها من الخدمات الاجتماعية. لكن المتتبع لمسار مفهوم المسؤولية الاجتماعية للمؤسسات الصغيرة والمتوسطة في البلديات يلاحظ أن تطبيق وممارسة وتجسيد المسؤولية الاجتماعية لم يصل بعد إلى ما هو مطلوب، بالرغم من الدعم المالي الذي يحصل عليه القطاع الخاص من الدولة ويعود سبب ذلك إلى عوامل أهمها حداثة ظهور وتطور دور القطاع الخاص، غياب ثقافة المسؤولية الاجتماعية، عدم وجود آليات لتحفيز القطاع الخاص.
