المستخلص: Universities are a center of civilizational radiation for any society. They are one of the most important social institutions that are linked to the society to which they belong, and are affected by it. The university performs several functions represented in three functions: university training, scientific research, and community service. The role of the university in serving the community is represented in socialization, human resource preparation, the formation of students aware of the issues of society, and the study of various developments in the real world. The third function of the university requires the university to bear social responsibility in order to solve social problems and to be a scientific and cultural focus in society. The Algerian University, like other universities, imposed on it the requirements of the time to work on this function, so it issued many decrees and carried out several reforms to achieve this. However, the reality indicates that there are several disturbances in the Algerian university and that the gap between the requirements of society and the university’s output is widening. What are the obstacles to achieving the service of Algerian university to the Algerian society despite all the reforms undertaken by the Algerian state? Les universités sont considérées comme un rayonnement pour la civilisation de toute société, elle est l’une des institutions sociales les plus convenables pour une société. Elles ont un impact réciproque. L’université a trois fonctions: la formation universitaire, la recherche scientifique et le travail pour l’intérêt de la société. Le rôle de l’université pour la société se consacre dans la socialisation et le développement humain, et dans la formation des étudiants conscients des problèmes sociaux, ainsi qu’à l’étude des nouveautés dans la vie réelle. La troisième fonction de l'université lui impose d'assumer la responsabilité sociale pour résoudre les problèmes sociaux et être un centre de science et de culture dans la société. Et l’université algérienne, à l’instar d’autres universités, est soumise aux exigences de l’époque pour appliquer cette fonction. Elle a émis plusieurs décrets et plusieurs réformes pour y parvenir. Mais la réalité indique qu’il existe plusieurs problèmes au niveau de l’université et de ses diplômés. Quelles sont donc les obstacles qui empêchent le bon fonctionnement de l’université algérienne en faveurs de la société algérienne malgré toutes les réformes menées par l’état algérien?

تعد الجامعات مركز إشعاع حضاري لأي مجتمع من المجتمعات، فهي من أهم المؤسسات الاجتماعية التي ترتبط بالمجتمع الذي تنتمي إليه، فتتأثر وتؤثر فيه، والجامعة تقوم بعدة وظائف تتمثل في ثلاث وظائف هي التكوين الجامعي، البحث العلمي، وخدمة المجتمع. ويتمثل دور الجامعة في خدمة المجتمع في التنشئة الاجتماعية وإعداد الموارد البشرية، وتكوين طلاب واعيين بقضايا المجتمع، ودراسة مختلف المستجدات في الواقع المعاش، فالوظيفة الثالثة للجامعة تفرض على الجامعة تحمل المسئولية الاجتماعية من أجل حل المشكلات الاجتماعية وأن تكون بؤرة علمية وثقافية في المجتمع. والجامعة الجزائرية كغيرها من الجامعات فرضت عليها متطلبات العصر العمل على القيام بهذه الوظيفة، فقامت بإصدار العديد من المراسيم والقيام بعدة إصلاحات لتحقيق ذلك. ولكن الواقع يشير إلى وجود عدة اضطرابات في الجامعة الجزائرية وإلى اتساع الفجوة بين متطلبات المجتمع ومخرجات الجامعة، فما هي معيقات تحقيق خدمة الجامعة الجزائرية للمجتمع الجزائري رغم كل الإصلاحات التي قامت بها الدولة الجزائرية؟
