المستخلص: إن المتأمل في واقع ممارسة الخدمة النفسية الرسمية وغير الرسمية على حد سواء، يلمس وبمجرد الملاحظة نقص التنظيم والتنسيق في تقديم نمط موحد لتقديم تلك الخدمة برؤية واحدة، إننا وببساطة شديدة أمام نظام أصابه الخلل في قدرته الوظيفية وانعكس الخلل على أداء العاملين في مختلف المناطق والمدن الليبية، حيث صار لكل منطقة نظام ورؤية ووسائل خاصة بها قد تحيد بهذه المهنة عن قدرتها على تحقيق أهدافها بشكل علمي وصحيح، وقد تتفاقم تلك المشكلات في قدرة مقدمي الخدمة النفسية على تطوير ذواتهم، بل قد ينتج عنها كل ما نحن فيه من مشكلات على مستوى عملهم داخل وخارج المؤسسات العامة والخاصة، بل قد ينعكس أيضا في الطرق والوسائل التي يتم استخدامها في عملية إعدادهم وتأهيلهم في الجامعة وما بعد الجامعة أيضا، الأمر الذي ينعكس سلبا على العاملين في هذا المجال، حيث يصبح هدفهم هو مجرد العمل في هذه المهنة دون أن يتم تحديد الفارق العلمي المتخصص بين كل فرع من فروعها، إن الضبابية في تحديد مهام وواجبات مقدمي الخدمة النفسية حيث يعمل كلا متحصل على شهادة "علم نفس" كطبيب نفسي أو معالج أو أخصائي تأهيل ... إلخ، وذلك بحثا عن تحقيق أهدافه الشخصية والخاصة وعلى حساب تحقيق أهداف هذه المهنة الهامة والتي تتمحور حول خلق الإنسان السوي الذي يمتلك من المهارات الحياتية ما يؤهله لكي يكون فاعلا في مجتمعه حريصا على خدمة نفسه ومن حوله ومتفانيا في خدمة أمته ودينه، ووفقا ذلك الأمر الهام القائم على تحديد المهام وتصنيف الفروق بين مقدمي "الخدمة النفسية" لكي يدرك كل منهم حجم الواجبات وحدود الصلاحيات فيسير العمل بينهم في شكل من الجهد المتكامل المثمر مع التنسيق في إدارة هذه المهنة الهامة بشكل يضمها على رؤية موحدة فاعلة، وعليه سنعرض في هذه الورقة لمحور هام وهو "ضبابية أو انعدام التنسيق في عمل مقدمي الخدمة النفسية في مناطق ليبيا المختلفة"، لو تم الاهتمام به بشكل فاعل وبشكل متوازي مع إصلاح بقية التخصصات الداعمة والمكملة له فيتسنى لنا تحقيق النهضة الفعلية في هذا المجال الهام، مع معرفتنا بكون "أن عملية تقديم الخدمة النفسية صارت من المهام الغالبة والسائدة في مجتمعاتنا العربية كنتيجة حتمية للإفرازات والضغوطات الناجمة عن فترة الانهيارات السياسية والاقتصادية المنصرمة وعليه تبلورت مشكلة الورقة في الطرح التالي: في ظل وجود أعداد كبيرة رسمية وغير رسمية لتقديم الخدمات والاستشارات النفسية، ومعرفة من هي الجهة المسؤولة المخولة باستصدار تشريعات تحكم عمل مقدمي الخدمة النفسية في مختلف المدن والمناطق الليبية والعمل على توعية المواطنين بطرق الاستغلال وغياب المهنية فيما يخص الاستشارات النفسية بصفة خاصة وعليه كان من المهام معرفة وتحديد رؤية واضحة لتنسيق العمل بين مقدمي الخدمة النفسية. أهداف الدراسة: * التعرف على العوائق التي تحد من القدرة على التنسيق في أداء المهام الوظيفية لدى العاملين في مجال الخدمات النفسية. * معرفة نقاط القوة والضعف في آلية التواصل بين مقدمي الخدمة النفسية وبالتالي العمل على تقوية نقاط القوة ووضع حلول للتقليل من نقاط الضعف. * طرح تصور مقترح يصف آلية للتواصل بين العاملين في مجال الخدمات النفسية على مستوى ليبيا بالكامل.

The ponderer in the reality of the practice of formal and informal psychological service alike, perceives, as soon as he observes, the lack of organization and coordination in presenting a unified pattern for providing that service with a single vision. We are quite simply in front of a system that has defected in its functional ability and the defect has been reflected in the performance of workers in various Libyan regions and cities, as each region has a system, vision and means of its own that may deviate with this profession from its ability to achieve its goals in a scientific and correct manner. These problems may be exacerbated by the ability of psychological service providers to develop themselves, and may even result in all the problems we are in at the level of their work inside and outside public and private institutions. It may also be reflected in the ways and means that are used in the process of preparing and qualifying them at the university and after university as well. This is reflected negatively on workers in this field, as their goal becomes merely to work in this profession without specifying the specialized scientific difference between each of its branches. The ambiguity in defining the tasks and duties of psychological service providers, where each of those holding a "psychology" certificate works as a psychiatrist, therapist, rehabilitation specialist etc., in search of achieving his personal and private goals and at the expense of achieving the goals of this important profession which revolves around the creation of a normal human being who possesses the life skills that qualifies him to be active in his society, keen to serve himself and those around him, and dedicated to serving his nation and religion. According to this important matter based on defining tasks and classifying the differences between “psychological service” providers, in order for each of them to realize the size of duties and the limits of powers, work will proceed between them in a form of integrated and fruitful effort with coordination in managing this important profession in a way that includes it on an effective unified vision. Consequently, we will present in this paper an important axis, which is “the blurring or lack of coordination in the work of psychological service providers in the different regions of Libya.” If it is taken care of effectively and in parallel with the reform of the rest of the supporting and complementary disciplines, we will be able to achieve an actual renaissance in this important field, knowing that “the process of providing psychological services has become one of the predominant and prevalent tasks in our Arab societies as an inevitable result of the secretions and pressures resulting from the period of collapse.” And therefore, the problem of the paper was crystallized in the following proposition: In light of the presence of large numbers of official and unofficial psychological services and counseling, and knowing who is the responsible party authorized to issue legislation governing the work of psychological service providers in various Libyan cities and regions, and working to educate citizens about the ways of exploitation and the absence of professionalism with regard to psychological counseling in particular, one of the tasks was to know and define a clear vision for coordinating work between psychological service providers. Objectives of the study: * Identifying the obstacles that limit the ability to coordinate in the performance of job tasks among workers in the field of psychological services. * Knowing the strengths and weaknesses in the mechanism of communication between psychological service providers, and thus working to build up strengths and develop solutions to reduce weaknesses. * Presenting a proposed vision describing a mechanism for communication between workers in the field of psychological services at the level of Libya as a whole.
