|a شهد العقد الماضي 2011- 2021 عددا من التغيرات سواء في النظم السياسية أو العلاقات الإقليمية، والتي شكلت تداعيات ما بعد الربيع العربي أرضية أساسية لها. وظهرت أنماط مختلفة من التغيير السياسي، سواء عبر الانتخابات أو نشوب حرب أهلية بعد سقوط نظم الحكم، وهو ما أدى إلى وجود طرق تغيير غير متناسقة تسببت في اهتزاز العلاقات الإقليمية وظهور مشكلات أمنية تستنزف جزءا من قدرات الدول واهتماماتها، وقد انعكس تباين الوضع الجيوسياسي في بعد بعض الدول عن الاهتمام بالقضية الفلسطينية. وتسعى هذه الدراسة إلى تحليل التحولات السياسية في المنطقة العربية وانعكاسها على القضية الفلسطينية خلال العقد الماضي، إضافة إلى دراسة مدى تأثير العمليات والاتجاهات السياسية في النطاق العربي على الانتقال بالقضية الفلسطينية إلى مربع يساعد الفاعلين الفلسطينيين والإقليميين على وضع قواعد جديدة في التعامل الدولي، وذلك من خلال ثلاثة محاور أساسية للدراسة ناقشت التغير في النظم السياسية العربية والعوامل المؤثرة في تشكيل الأزمات السياسية العربية، والسياقات الإقليمية وأثرها على القضية الفلسطينية، إضافة إلى القضية الفلسطينية في ظل التداعيات الإقليمية والتغيرات الجيوسياسية في المنطقة العربية. وقد خلصت الدراسة إلى أن سقوط بعض نظم الحكم التقليدية، وقت الربيع العربي، شكلت علامة فارقة في المشهد الإقليمي، كما ساعد على ظهور أولويات أخرى مزاحمة للمسألة الفلسطينية كالأزمة السورية، ما أدى لتآكل البيئة الحاضنة للقضية الفلسطينية. حيث وقعت القضية الفلسطينية في تناقضات مركبة، في ظل سلسلة من التحولات الإقليمية المتتالية، فمن جهة، تصاعد الصراع الإقليمي على أرضية سياسية ومذهبية، وخصوصا مع احتدام الحرب في سوريا وليبيا واليمن، وتفاقم الخلاف بين إيران والخليج العربي، بحيث عملت على تكوين بيئة منقسمة وغير قادرة على بناء موقف مشترك تجاه إجراءات إسرائيل في الأراضي الفلسطينية، ومن جهة أخرى، ساهم تسارع موجة التطبيع الأخيرة في صعوبة بناء موقف متماسك مقابل مشروعات التسوية الأمريكية، وظلت تؤكد على مرجعية "المبادرة العربية" ومشروع حل الدولتين دون وجود حاضنة إقليمية متجانسة أو مستقرة.

|b The past decade 2011-2021, witnessed many changes in both political systems and regional relations, for which the repercussions of the post Arab Spring formed a primary ground. Various patterns of political change have emerged, whether through elections or the outbreak of civil war after the fall of regimes, which led to inconsistent ways of change that caused the shaking of regional relations and the emergence of security problems that drain part of the capabilities and interests of countries. The divergence of the geopolitical situation was reflected in the distance of some states from the Palestinian cause. This study seeks to analyze the political transformations in the Arab region and their reflections on the Palestinian cause during the past decade. In addition to examining the extent to which political processes and trends in the Arab world affect the transition of the Palestinian cause to a square that helps Palestinian and regional actors to set new rules in international interaction, through three main axes of the study discussed the change in the Arab political systems, the factors affecting the forming of Arab political crises, the regional contexts and their impact on the Palestinian cause, as well as the Palestinian cause in light of the regional repercussions and geopolitical changes in the Arab region. The study concluded that, at the time of the Arab Spring, the fall of some traditional regimes of government constituted a milestone in the regional scene. However, it also helped the emergence of other competing priorities for the Palestinian issue, such as the Syrian crisis, which led to the erosion of the incubating environment for the Palestinian cause. Where the Palestinian issue has been caught in complex contradictions, in light of a series of successive regional transformations, on the one hand, the regional conflict has escalated on the political and sectarian ground, particularly as the war in Syria, Libya, and Yemen has intensified. The dispute between Iran and the Arabian Gulf has worsened, creating a divided and unstable environment that cannot build a common attitude towards Israel's actions in the Palestinian territories. On the other hand, the acceleration of the recent wave of normalization contributed to the difficulty of building a coherent position against the American settlement projects, and it continued to emphasize the reference of the "Arab Initiative" and the two-state solution project without the presence of a homogeneous or stable regional incubator.
