|a تقوم تقنية المعلومات بدور فعال في تحقيق المزايا التنافسية للنظم التعليمية فقد ومن هذا المنطلق لاحظ الباحث أنه من المناسب دراسة هذين الموضوعين المهمين ذلك انطلاقا من أهمية التعليم في عميلة التنمية من خلال تحديد موقفه منها. وبالتالي تحاول الدراسة الحالية سد جزء من ذلك الفراغ عن طريق الإجابة عن السؤال الرئيسي التالي: ما دور تقنية المعلومات في تحقيق المزايا التنافسية للنظام التعليمي بدولة الكويت؟ وللإجابة على هذا السؤال تم استخدام المنهج الوصفي التحليلي كانت من أهم نتائج الدراسة أن المعلومات تعد قوة مؤثر وفاعلة تتحكم في مختلف نواحي الحياة بما في ذلك المؤسسات التعليمية حيث تتغلغل المعلومات في جميع عمليات ونشاطات التعليم وتعتبر تقنية المعلومات الشريان الذي يغذي جميع أجزاء نظام التعليم بهذه المعلومات وبالتالي تمكين المسئولين والعاملين، من اتخاذ القرارات الفعالة. وفي نهاية الدراسة تم وضع عدد من المتطلبات الضرورية لنشر تقنية المعلومات لتحقيق المزايا التنافسية للنظام التعليمي الكويتي كما تم وضع عدد من التوصيات من أبرزها ضرورة وضع استراتيجية مناسبة لإدارة المعرفة وتقنية المعلومات في إطار الاستراتيجية العامة للنظام التعليمي ومتابعة تنفيذها وتقييمها بما يحقق رسالة الوزارة التعليم العالي وأهدافها.

|b Information technology plays a vital role in achieving the competitive advantages of the educational systems. Thus, the researcher noticed that it would be appropriate to study these two important topics, based on the importance of education in the process of development by identifying his position towards it. Consequently, this study attepts to bridge this gap by answering the following main question: "What is the role of information technology in achieving the competitive advantages of the educational system in the State of Quait?" to answer this question, the descriptive analytic method was used. The study revealed that information is considered an influential and effective force that controls the different aspects of life including the educational institutions since information permeates all educational processes and activities. Information technology is the artery that feeds all parts of the educational system with this information; thus, enabling the officials and employees to take effective decisions. At the end of the study, a number of the necessary requirements for the dissemination of information technology to achieve the competitive advantages of the Quait educational system. In addition, some recommendations were made, the most salient of which are the necessity of setting an appropriate strategy for the management of knowledge and information technology within the framework of the general strategy of the educational system in addition to following- up its implementation a and assessment in a way that achieves that mission of the university and its aims.
