المستخلص: تقوم فكرة صندوق التمويل الوقفي للمشروعات الصغيرة على اقتراح: تنظيم صناديق وقفية تغطي تمويل كافة مناطق الدولة وتكون موزعة على كل مدينة؛ بحيث يختص كل صندوق بتمويل أبناء هذه المدينة والنهوض بشبابها القادرين على العمل بجهود تطوعية خيرية تعتمد فكرة الوقف الخيري الدائم أو المؤقت. وفي ضوء التحديات الاقتصادية، وتحديات التمويل التي تواجه المشروعات الصغيرة وبالغة الصغر مما يستدعي تكاتف الجهود من كافة القطاعات لمساندتها؛ تأتي هذه الدراسة لتتناول أحد أهم مكونات العمل التطوعي، وهي: الأوقاف ومدى إمكانية توظيف نظام الوقف الإسلامي في توفير التمويل اللاربحي كأداة تمويل مجتمعية مساندة لجهود الدولة ومؤسسات التمويل التجارية في دعم المنشئات الصغيرة. هذا الاتجاه في استثمار الوقف لتمويل المشروعات الصغيرة لا يتنافى وطبيعة الوقف الخيرية؛ إذ يتفق واتجاه الشرع الشريف الهادف إلى تشجيع سياسة التشغيل وتوفير تمويل أدوات الإنتاج والعمل، والحث على الكسب من عمل اليد بديلا عن الاكتفاء بتلقي المساعدات والصدقات. قدمت الدراسة نموذجا تطبيقيا مقترحا لإنشاء صناديق تمويلية وقفية، وناقشت قضايا الوقف المتعلقة بإنشاء الصندوق وأحكامه وإدارته وطرق التمويل، ومدى توافق ذلك مع فقه الوقف والأنظمة. وتناول البحث تفصيلا أعمال التمويل المقترحة والتي يمكن أن تتم بالاستعانة بمؤسسات التمويل المتخصصة وفقا للأنظمة؛ وببيان أهم طرق التحوط من المخاطر المحتملة لحماية الوقف وتحقيق أهدافه.

The idea of the endowment fund for small projects is based on a proposal: Organizing endowment funds that cover the financing of all regions of the country and are distributed to each city; So that each fund is specialized in financing the people of this city and promoting its youth who are able to work with charitable volunteer efforts that adopt the idea of permanent or temporary charitable endowments. In light of the economic and financing challenges facing small and micro enterprises, which calls for concerted efforts from all sectors to support them; This study comes to address one of the most important components of volunteer work, namely: endowments and the extent to which the Islamic endowment system can be used to provide non-profit financing as a community financing tool in support of the efforts of the state and commercial financing institutions in supporting small enterprises. This trend in investing the endowment to finance small projects does not contradict the nature of the charitable endowment. It is consistent with the direction of the Shari’a, which aims to encourage employment policy, provide financing for production and labor tools, and encourage earning from manual labor instead of being satisfied with receiving aid and alms. The study presented a proposed applied model for the establishment of endowment funding funds, and discussed endowment issues related to the establishment of the fund, its provisions, management and funding methods, and the extent to which this is compatible with endowment jurisprudence and regulations. The research dealt in detail with the proposed financing works, which can be carried out with the help of specialized financing institutions in accordance with the regulations. And explaining the most important ways to hedge against potential risks to protect the endowment and achieve its objectives.
