المستخلص: تعرف الصحة الإلكترونية بالاستخدام الموحد لمهارات تكنولوجيا المعلومات والاتصالات في المحالات الصحية المختلفة مثل عرض المعلومات وتجهيزها وتخزينها واسترجاعها من خلال مجموعة من التطبيقات مثل السجل الطبي الموحد، البطاقة الصحية الموحدة، التصوير الرقمي وغيرها بهدف التواصل الفعال بين مقدمي الخدمات الصحية والمستفيدين بالاعتماد علي وسائل إلكترونية مثل البريد الإلكتروني، مواقع الإنترنت، التواصل الاجتماعي، مجموعات المحادثة بهدف الارتقاء بخدمات الصحة الإلكترونية في مختلف المجالات، من أهم تطبيقات الصحة الإلكترونية السجل الطبي الإلكتروني والذي يعد من أهم وسائل تقديم خدمات الرعاية الصحية داخل المؤسسات الطبية، حيث يعرف السجل الطبي الإلكتروني بملف إلكتروني يشتمل على معلومات طبية وإدارية تغطي كافة الجوانب الصحية مثل الأعراض، والتاريخ المرضي، ونتائج الفحوص والتشخيص النهائي، تكمن أهمية السجل الطبي الإلكتروني في انخفاض تكلفة الحصول علي المعلومة الأمر الذي يمكن من تقديم ملاحظات واضحة، فضلا عن تخزين البيانات وسرعة الوصول إليها، وتهدف الباحثة من البحث الحالي إلى: تصميم نموذج متكامل المراحل لبناء السجل الطبي الإلكتروني بناء علي معايير الصحة الإلكترونية والتعرف علي تأثير النموذج المقترح للسجل الطبي الإلكتروني الموحد علي كفاءه وفاعلية تخزين واسترجاع المعلومات الصحية بالاستناد إلى امتلاك مهارات التعليم الإلكتروني الصحي وإثرها علي تطوير خدمات الرعاية الصحية، وذلك من خلال أدوات البحث الرئيسية وهي الاستبيان والمقابلة ودارسة الحالة، تم بناء نموذج البحث وتطبيقاته باستخدام لغات البرمجةSQL وPHP وHTML، وقد تم تطبيق البحث علي عينة من الطلاب بالمعهد العالي للإدارة بكفر الشيخ، توصل البحث إلى اقتراح نظام برمجي مستند على أدوات البحث والاتصال عبر الإنترنت يدير معلومات المريض داخل المؤسسات الصحية وخارجها بشكل إلكتروني حيث يوفر النموذج المقترح قاعدة بيانات تتضمن المعلومات الضرورية مثل التاريخ الطبي، الاستخدام المتعدد في نفس الوقت، انخفاض التكاليف والجهد والوقت، نظام حماية وأمان مع تحديد صلاحيات الدخول وهو ما اثبته البحث بعد اختبار فروضه حيث توصل البحث إلى فاعلية النموذج المقترح للسجل الطبي الإلكتروني لتطوير خدمات الرعاية الصحية مع الوصول إلى قائمة بمعايير الصحة الإلكترونية يمكن الاستفادة منها في الأبحاث التالية، من أبرز مقترحات البحث استخدام نظم قواعد المعرفة الطبية، الوصول إلى نموذج خاص بسجل إلكتروني لمتابعة كل شخص ولذلك يوصي البحث باستخدام النموذج المقترح للسجل الطبي الموحد لتطوير خدمات الرعاية الصحية.

E-health known use of standardized skills, information and communication technology in various health fields such as information display, processing,, storage and retrieval through a variety of applications such as unified medical record, the unified health card, digital imaging and others with the aim of effective communication between health care providers and beneficiaries relying on electronic means such as e mail, web sites, social networking, conversation groups in order to enhance the electronic in different areas of health services, the most important e-health applications Medical electronic record, which is one of the most important means of providing health care services within the medical institutions, electronic medical record known electronic docket includes medical and administrative information covering all aspects of health such as symptoms, medical history, and the results of the tests and the final diagnosis, lies the importance of the electronic medical record to the low cost access to information, provide clear observations, data storage and quick access to it, a researcher from the current research aimed to: Integrated design-stage model for the construction of the electronic medical record based on e-health standards and identify the impact of the proposed model for medical electronic record standardized on the efficiency and effectiveness of the storage and retrieval of health information based on the possession of electronic health education skills and their impact on the development of health care services through the search tool Home, a questionnaire and interview and study the situation, it was to build a model of research and applications using SQL and programming languages PHP and HTML, the application of research on a sample of students at the Higher Institute of management in Kafr El Sheikh, search reach proposal software system Based on research tools and online communication manages patient information within health institutions and outside electronically where the proposed model provides a database containing the necessary information such as medical history, multi-use at the same time, lower costs, effort and time, the system of protection and safety with defining the powers of entry, which is proven by Search after testing Frodah where research concluded the effectiveness of the proposed model for medical electronic record for the development of health care services with access to the list of e-health standards could be used in the following research, leading research proposals to use medical knowledge base management systems, Access to a special form an electronic record of every person to follow therefore recommends searching using the proposed model unified medical record for the development of health care services.
