المستخلص: إن فقه الأولويات يعد فرعاً من أهم الفروع الفقهية، وعلما من أهم العلوم الفكرية، وبابا من أهم الأبواب الحياتية، الداعية إلى الاجتهادات الفقهية الجديدة، والمرونة الفكرية السديدة؛ ومن ثم فإن فهم مراتب الأحكام ودرجات الإيمان وأولويات الأعمال، من أهم المعارف التي يجب أن يحيط بها الناس عامة والداعية خاصة، في واقعنا المعاصر، ولقد كان هدفي من هذه الدراسة السعي نحو تجفيف منابع التطرف والإرهاب، من خلال فهم مراتب الأحكام وتحديد أولويات الأعمال، وفق رؤية متكاملة وعمليات منسقة شاملة؛ لتأخذ بنواصي الأفكار والتصورات المتطرفة إلى ساحة الوسطية والاعتدال، وهذه الدراسة تأتي لتلبية حاجة الواقع الدعوي المعاصر، من خلال العمل على ترشيد الفكر الإسلامي وترتيب أولوياته، والعمل على مواجهة التطرف الفكري، ذلك الوباء الذي استشرى في معظم أنحاء العالم، ويعزم دائما على إفساده وتدميره، كما تعين المعرفة بمجالات تطبيق فقه الأولويات في ضوء الواقع المعاصر، على الخروج من الحيرة والتردد، عندما تواجهنا الحياة بمشكلات وأحوال يصعب ردها إلى آحاد الأحكام والفتاوى، التي صيغت في إطار نظري أحادي، كما تعين على تقدير الأفهام التي تؤثر اختيار حل معين من بين حلول متعددة؛ بما يحقق أكبر قدر من المصالح المعتبرة، وقام منهجي في هذه الدراسة على التأصيل الدعوي، والاستفادة من آثار فقه الأولويات في الانتفاع به وبأحكامه وآثاره، وذلك من خلال وضع الآليات العملية ورسم الخطوات التطبيقية لمجالات الدعوة الإسلامية؛ حتى يسهل القياس على ذلك في ترتيب أولويات جميع مجالات الدين والحياة، من خلال وضع كل شيء في موضعه الصحيح ومكانه اللائق به، واعتمدت في هذه الدراسة على المنهج التحليلي الذي يعنى فيه الباحث بمناقشة الأفكار، وردها إلى مصادرها الأصلية ومقارنتها بعضها ببعض، وتقويم كل منها، والمنهج الاستقرائي الذي يحكم على الكل بما يوجد في جزئياته جميعا، ومن نتائج هذا البحث وضح أن الأولويات مسألة نسبية وليست مطلقة في الزمان والمكان والأشخاص والأحوال، بل الغالب أنها تتفاوت بتفاوت المؤثرات الزمانية والمكانية والشخصية، كما خلص البحث إلى أن العلم بفقه الأولويات، أمر دلت عليه نصوص الشرع تصريحا وتلميحا، وارتضه الفطرة السليمة، واقتضه العقول المستقيمة، ويوصي الباحث بضرورة وضع مادة دراسية تختص بتعليم النشء مهارة مراعاة الأولويات عبر آليات مختلفة، تناسب جميع المراحل العمرية، وكذلك ضرورة العمل على تضافر الجهود للوصول إلى تحديد مناسب لأولويات الأمة في واقعنا المعاصر.

"The jurisprudence of priorities is one of the most important branches of jurisprudence, one of the most important intellectual sciences, and one of the most important chapters of life, calling for new jurisprudence and sound intellectual flexibility. Hence, understanding the levels of rulings, degrees of faith, and priorities of actions, is one of the most important knowledge that people in general and the preacher in particular must have, in our contemporary reality. According to an integrated vision and comprehensive coordinated processes; To take the cornerstones of extremist ideas and perceptions to the arena of moderation and moderation, and this study comes to meet the need of the contemporary advocacy reality, By working to rationalize Islamic thought and arranging its priorities, and working to confront intellectual extremism, that epidemic that has spread in most parts of the world, and is always determined to corrupt and destroy it. Life confronts us with problems and conditions that are difficult to return to single rulings and fatwas, which were formulated in a single theoretical framework, ; In order to achieve the greatest possible interests, my methodology in this study was based on the rooting of the advocacy, and benefiting from the effects of the jurisprudence of priorities in benefiting from it and its rulings and effects, through the development of practical mechanisms and drawing the practical steps for the fields of Islamic advocacy; In order to facilitate analogy with this in ordering the priorities of all areas of religion and life, by placing everything in its right place and its appropriate place, and relied in this study on the analytical approach in which the researcher is concerned with discussing ideas, returning them to their original sources, comparing them with each other, and evaluating each of them. The inductive method that judges the whole by what is found in all of its particulars, From the results of this research, it was made clear that priorities are a relative issue and not absolute in time, place, persons and conditions, rather they often vary according to temporal, spatial and personal influences. The researcher recommends the necessity of developing a curriculum to teach young people the skill of taking into account priorities through different mechanisms that suit all age stages, as well as the need to work on concerted efforts to reach an appropriate identification of the nation’s priorities in our contemporary reality."
