المستخلص: إن الأمن المجتمعي من أهم حاجات الإنسان الضرورية التي جاء الإسلام لتحقيقها للناس، إذ إن بواعث الخوف والقلق والفزع تجعل الإنسان لا يهنأ بحياته، لذا؛ كانت غاية رسالة الإسلام هي إقامة السلم الاجتماعي بين بني البشر، تظهر مشكلة هذا الموضوع في أنه متعلق بالجرائم التي تهدد الأمن المجتمعي والمرتبطة بالمستجدات والتطورات الحديثة التي تتخذ التقنيات العالية والتكنولوجيا وسيلة سريعة تسهل ممارسة الأنشطة الإجرامية، واعتمدت في هذا البحث على المنهج الوصفي الذي يهدف إلى وصف ظواهر أو أحداث معينة، بجمع الحقائق والمعلومات عنها، ثم وصف الظروف الخاصة بها، وتقرير حالتها كما توجد عليه في الواقع، ولتطبيق هذا المنهج قمت بعرض تاريخ العملات التقليدية، ومراحل تطورها، ثم بيان نشأة العملات المشفرة، وبداية ظهورها، كما اعتمدت على المنهج التحليلي الاستنباطي الذي يقوم بتحليل المحتوى والتوصل من خلاله إلى النتائج المتصلة بموضوع البحث من قريب أو بعيد، وخلص البحث إلى أنه في رحاب الأمن المجتمعي يمكن تحقيق التنمية والتقدم، وتكاتف الجهود في خدمة المجتمع والوطن، وفي غياب الأمن المجتمعي تزداد فرص ظهور مظاهر الحقد والكراهية ونفي الآخر وتخوينه وتكفيره، والمجتمع الآمن هو الذي يشعر فيه الناس بحرمة الأنفس والأعراض والأموال فيما بينهم، ويؤدون فيه شعائر الدين، هو المجتمع المسلم القابل للنمو والارتقاء، وكذلك أعطى الإسلام لمسألة إصدار العملات حرمة، فجعل إصدارها وسكها والمحافظة عليها حقا من حقوق الله تعالى الخالصة، التي لا يجوز المساس بها، ولا التلاعب فيها، وأوكل مهمتها للحاكم، ولا يمكن حصر عدد العملات المشفرة لعدم وجود قانون يضبط إصدارها، وكذلك فإن شبكة الإنترنت المظلمة تخفي هوية مستخدميها فيصعب على الجهات الأمنية معرفة هوية الداخل لها وتعقبه، وأيضا يتبين من البحث أن جريمة غسيل الأموال في الوقت الحاضر أكثر خطورة في ظل وجود العملات الافتراضية المشفرة، كما اتجهت التنظيمات الإرهابية إلى تداول العملات المشفرة؛ لأنها تتميز بالقدرة على التعامل مع أي أفراد أو جهات في مختلف العالم، ويوصي البحث على ضرورة تحقيق الأمن المجتمعي سواء من أفراد المجتمع، أو من الجهات المسؤولة في الدولة، وعدم السماح بما يمس أمن المجتمع، أو يهدد السلم المجتمعي، كما يوصي بوجوب رصد عمليات تمويل الإرهاب التي تتم من خلال العملات المشفرة، وتكاتف الجهود الدولية في ذلك، وأيضا ضرورة رقابة الدولة لمواقع شبكة الإنترنت، ووضع آليات للحد من الجرائم التي ترتكب من خلالها.

"Societal security is one of the most important and necessary human needs that Islam came to achieve for people, as the causes of fear, anxiety and panic make a person unhappy with his life. The goal of the message of Islam was to establish social peace among human beings. The problem of this topic appears in that it is related to crimes that threaten societal security and are linked to recent developments and developments that take high technologies and technology as a quick means to facilitate the practice of criminal activities, In this research, she relied on the descriptive approach, which aims to describe certain phenomena or events, by collecting facts and information about them, then describing their circumstances, and deciding their condition as they exist in reality, In order to apply this approach, I presented the history of traditional currencies, their stages of development, then explained the emergence of crypto currencies, and the beginning of their appearance. I also relied on the deductive analytical approach, which analyzes the content and reaches through it results related to the topic of research from near or far, and the research concluded that it is in the realm of security Societal development and progress can be achieved, and efforts should be combined in the service of society and the country. In the absence of societal security, the chances of manifestations of hatred, denial, treachery and infidelity of the other increase. A safe society is one in which people feel the sanctity of souls, honor and money among themselves, and perform the rituals of religion, it is the Muslim society capable of development and advancement, and Islam has also given the issue of currency issuance a sanctity, So he made issuing, minting and preserving them a right of God Almighty, which cannot be violated or tampered with, and he entrusted its task to the ruler, and it is not possible to limit the number of crypto currencies because there is no law controlling their issuance, and also that the dark web hides the identity of its users, making it difficult for the security authorities. Knowing the identity of the insider and tracking him down, and also it appears from the research that the crime of money laundering at the present time is more dangerous in the presence of encrypted virtual currencies, and terrorist organizations have tended to trade crypto currencies; Because it is characterized by the ability to deal with any individuals or entities in different parts of the world, and the research recommends the necessity of achieving societal security, whether from members of the community, or from the responsible authorities in the state, and not to allow anything that affects the security of society, or threatens community peace, It also recommends that terrorist financing operations carried out through crypto currencies should be monitored, and international efforts should unite in this, as well as the need for state supervision of Internet websites, and mechanisms to be put in place to curb crimes committed through them."
