المستخلص: استهدفت الدراسة تحديد واقع التحول الرقمي كاستراتيجية لتطوير برامج الحماية الاجتماعية، وتحديد فوائده وتقنياته، وتحديد المعوقات التي تواجه تطبيق استراتيجية التحول الرقمي والمقترحات التي تساعد على تفعيل التحول الرقمي كاستراتيجية لتطوير برامج الحماية الاجتماعية، وتعد من الدراسات الوصفية التي اعتمدت على منهج المسح الاجتماعي الشامل للأخصائيين الاجتماعيين المسئولين عن تنفيذ برنامج تكافل وكرامة بمديرية التضامن الاجتماعي بمحافظة أسيوط والبالغ عددهم (130) مفردة، وتوصلت الدراسة إلى تحديد واقع التحول الرقمي كاستراتيجية لتطوير برامج الحماية الاجتماعية وتمثل في إتاحة خدمات التسجيل الإلكتروني، وإتاحة التظلمات والشكاوى على الموقع الإلكتروني، وجود ربط شبكي بين قواعد المعلومات، أما عن الفوائد فتمثلت في سرعة الأداء، وتعزيز الشفافية والحوكمة وعدالة توزيع الخدمات، أما عن تقنيات التحول الرقمي فتمثلت في استخدام التابلت الإلكتروني، والربط الإلكتروني الشبكي بين المؤسسات المعنية، وجود قاعدة بيانات متكاملة عن المستفيدين من برنامج تكافل وكرامة، وتمثلت أهم المعوقات في عدم معرفة المواطنين بالخدمات الرقمية وكيفية التعامل معها، وتعطل العمل عند حدوث مشكلات تقنية، وضعف البنية التحتية والتكنولوجية، بينما تمثلت المقترحات في نشر الوعي بين المستفيدين بتحديثات خدمات وزارة التضامن الاجتماعي، ونشر الثقافة الرقمية داخل المنظمة وتوعية وتدريب العاملين على عملية التحول الرقمي.

This study aimed to determine reality of digital transformation as a strategy for developing social protection programs, and determine its benefits and techniques, and determine the obstacles that facing implementation of digital transformation strategy and the proposals that help to activate digital transformation as a strategy for developing social protection programs, it is considered one of the descriptive studies that depend on comprehensive social survey methodology for social workers who responsible of implementing Takaful and Karama program in the Directorate of Social Solidarity in Assiut Governorate, their numbered (130) social workers, the study concluded with determine reality of digital transformation as a strategy for developing social protection programs, which was represented in the availability of electronic registration services, availability of grievances and complaints on the website, and existence of a network link between the information databases. As for the benefits, they were speedy performance, enhancing transparency, governance, and justice distribution of services. As for digital transformation techniques, that were represented in using of the electronic tablet, the electronic network connection between the relevant agencies, existence of an integrated database about of beneficiaries from of the Takaful and Karama program, and the most important obstacles were the lack of Knowing citizens about digital services and how to use it, and disrupted work when occur technical problems, weak infrastructure and technology, while the proposals represented in spreading awareness among the beneficiaries about of services updates Ministry of Social Solidarity, spreading digital culture within the organization and Awareness and training of workers on the digital transformation process.
